As the largest high-tech industrialization base of Anhui province, high-tech development area of Hefei (hereinafter referred to as high-tech area) was approved as the first state-level high-tech industrial development area by the State Council of China in1991. After years of development and construction, each aspects of social economy has achieved rapid developments, it has became a leader to demonstrate, radiate and promote the economic development of Hefei industry, it has played a vital role in driving the economic development, industrial restructuring and upgrading urban infrastructure of Hefei. At the same time, however, ecological environment was not optimistic because people lack awareness of protecting the ecological environment as well as some historical and objective reasons. Therefore it was useful and representative to analyze the changes of landscape pattern, to study on ecological suitability of land use, to assess and predict the environmental impact on high-tech area. It is helpful and meanful for providing methods and theoretical basis of the study on the changes of landscape pattern, ecological suitability of land use, environmental impact assessment and prediction of the Anhui province and other development areas in China.The changes of landscape pattern and ecological environment were closely related with producing and living of human, the study of these fields had become one of important fields of landscape ecology. With the development of the economic and industrialization and urbanization, the changes of land use and landscape pattern were greater. Based on the charts of land use types and related statistical data of high-tech between before planning and after planning, using excel to create database, making comparison charts about preplanning and post-planning in spss, then analyzing the changes of landscape pattern of high-tech area quantificationally. The results showed that the landscape pattern has changed enormously after planning. Before planning the matrix of high-tech area is water area, accounting for49.69%; followed by residential land, the ratio is16.15%; the lowest proportion is warehousing and logistics, only counting for0.04%. After planning, the water area reduced tremendously, from49.69%to2.66%, residential land also decreased, only accounting for13.09%; industrial land, public green space, roads&squares and the area of public services were increased respectively, the ratio was29.65%,26.93%,15.52%,15.52%and10.34%. The main land types were water area, residential land and industrial land, public green space, roads&squares and public service in the mutual conversion of land use change.Land suitability evaluation is one of the major content of land resource research in last 20years, which can offer scientific reliable foundation of the analysis of the present condition, the planning of the land use and effective, reasonable land resource development and use. In order to investigate the method and the theory on the ecological suitability assessment of land use, the catastrophe theory was used in analyzing the ecological suitability assessment of land use of high-tech development area of Hefei. We integrated indicator system of the ecological suitability assessment for industrial land, which consisted of three subsystems:environmental compatibility, infrastructure and land developing conditions, meanwhile, we integrated indicator system of the ecological suitability assessment for commercial and residential land, which also consisted of three subsystems:environmental quality, function suitability and afforestation and landscape, then progressively integrated the assessment indicator of the ecological suitability assessment of land use of high-tech development area of Hefei. Resort to statistical data and the current date of land use, the assessment grade criterion of high-tech development area of Hefei were established by catastrophe progression method and the ecological suitability of high-tech development area of Hefei was assessed. The result shows that the condition of the ecological suitability of land use of high-tech development area of Hefei is at a fine state, the proportion of very suitable, suitable, mainly suitable and not suitable was29.6%,29.1%,16.7%and14.8%respectively.Realizing the sustainable development of regional is the basic objective, starting point and destination of environmental impact assessment. Large-scale urban development and construction activities of regional economic development would cause changes in regional environmental quality. The scope and extent of its impact, possible environmental problems caused by it could not be ignored. In this paper, we collected original ecological data and do field investigation, employed the mechanism and analysis method of landscape ecology, revealed the environment quality of evaluated area, then predicted and evaluated the impact on the ecological environment after planning, meanwhile, proposed appropriate measures to ease the ecological environmental impact. The results showed that:the planning will lead to a series of ecological environment impacts on high-tech area. The planning would give rise to the reduce of landscape ecological matrix’s number, size, dominance (such as farmland matrix) and degree of connectivity, produced temporary adverse effect on regional landscape ecological; would change the structure of land use, regional environmental quality, especially the occupied farm land transformed into the industrial land, would produce great impact on the landscape and function of farmland ecosystems; would produce some effects on Shushan Forest Park and Dongpu reservoir, which are two ecologically sensitive spots, especially on Shushan Forest Park. But the impacts could reduced or eliminated by taking some mitigation measures. So, in general, the impacts on high-tech area produced by planning are acceptable.
