The competition between modern enterprises display the competition of talents at last. It is particularly essential and urgent to pay attention to the training and development of the enterprise human resourcesin the fierce market competition day by day. To realize the sustainable development of enterprises has already become the idea that the business circles are praised highly extremely. But how to improve the efficiency of the enterprise's manpower resources development and promote technological innovation and sustainable development of the enterprise have important theoretical value and practical significance.This paper, through studying a large number of self-regulated learning theories, documents and materials ,the modes and cases of some successful enterprises in domestic and international, has analyzed emphatically the current situation and questions that enterprises training usually meet at present in our country. The text applies the learning theory, manpower capital theory, motivational theory , Kirkpatrick Model, through the combination between staff's independent study and organize learning of the enterprise, make great efforts to construct and organize self-regulated harmonious mode of the human resource training and development, which has changed the traditional "The staff are passive "mode that has been adopted in the training field all the time, considered person-post matching and development requirement of the staff who is the subject of training ,and make the management of enterprises training to take the humanized route fully. Meanwhile, the new mode has improved the result of traditional Kirkpatrick Model,and has set up the index system of the result of training and assessment and model of rate of return and investment,assessed from the course and result two respects to protect the effect of training.And through research of operating mechanism and the risk analysis, the operating mechanism and the work management have offered theory support and policy guarantee for mode feasibility.Organize and self-regulated harmonious mode of the human resource training and development divides the training process into two circulations ,inside circulation and outside circulation .Inside circulation is the basic procedure,amd includes four parts, the demand assessment (ASSESS), plan designing (DESIGN), plan implement (IMPLEMENT), performance assessment (EVALUATE), which can be abbreviated as ADIE procedure. carrying on the analysis of rate of return on investment entirely on condition that guarantee each procedurscientificly and feasiblely.,which guarantee the validity of the train system..And successful training experience and weekness is applied to the next training, whtich makes the whole training process form a benign cycle, i.e. circulate outside.In a word, this paper has put the self-regulated learning and orgnization training into the training system initiatively, put emphasis on respecting personal training requirement of staff, promoted to develop the innovative latent of the staff ,ensured the result of training effectively and the transformation of achievement,and improved the effect and efficiency of human resources development.
