With China’s government to control the increasing of real estate industry, real estate construction enterprise competition heats up. Human resources development as an important guarantee of sustainable development, and increasingly prominent in the building of enterprise core competitiveness. But for the most real estate construction enterprises in our country, is still not at the core of the strategic development of the enterprise human resources development priorities, so comprehensive and feasible human resource strategic planning are much rarer. Due to the lack of strategic planning, enterprise in the process of human resource development should be a lot of money into failed to qualify for benefits, enterprise human resources development problems gradually appear, resulting in core technology, comparative advantage can’t fully play. Thus build a comprehensive, scientific and feasible human resource strategic planning, is the premise of enterprise sustainable development strategic target, and the core competitiveness for the enterprise to set up a powerful guarantee.Based on the SW construction group as the research object, through to the SW group carries on the detailed analysis, for the SW group design a set of scientific and feasible human resource strategic planning, and in order to provide reference for its’ formulation and Implementation. This article first to the human resources strategic planning related theory has carried on the detailed summary to the research of this paper provides a theoretical basis; Secondly, a detailed comprehensive analysis of the SW construction group human resources development and human resource planning, summarizes the problems in SW construction group human resource development and human resource planning are insufficient, the internal and external environment of SW group has carried on the comprehensive analysis. Again, using the method of strategic goals set transfer, build the SW group human resources strategy target set, and then through the gray prediction and markov model to SW group human resources supply and demand is forecasted in the next five years. Finally, according to above the SW construction group’s strategic development target of qualitative and quantitative analysis, for SW development group human resources strategic planning to design a reasonable strategic target, and talent recruitment, performance appraisal in human resources management, staff promotion, salary design aspects of a comprehensive focus on planning, according to the specific content of planning at the same time to design the corresponding safeguard measures and measures of risk aversion.
