Human resource planning is based on the organization’s strategic depth in-depth analysis and a full assessment of its internal and external environment in which, on this basis holistic, long-term strategy and other issues related to the completion of its human resources needed for analysis to develop a special program management process. From the beginning of the 1970s, human resource planning has become an important part of human resource management, enterprise integration and supporting human resources policy. The most important functions of human resource planning is the planning period to forecast demand and supply personnel and evaluated to ensure timely access to the organization in human resources and support needed.MD company is located in the core of the country’s energy and chemical industry base, strategic location, rich in coal resources, with the benefit of creating a good foundation. However, due to the transfer of assets and after repeated freeze during transfer personnel and other reasons, the company human resources not only lags behind the current business development needs, but also affect the production and operation of enterprises currently working to develop an effective human resources planning and intensify the implementation very positive role in solving problems faced by stage as well as on the future development of enterprises play.This paper first discusses the relevant concepts, summarized and analyzed the situation of power generation enterprises reform, especially reform of the opportunities and challenges of the Third Plenary Session of the 18th, facing proposed to carry out the social significance of human resource planning, organizational and individual sense of meaning. The environment in accordance with the company’s MD, its main problems existing in the human resources were analyzed, based on strategic objectives during the planning period, the use of equipment needs of human resource capacity method were analyzed, and the use of the standard method of data correction, predicted that the company’s human resources, internal and external supply of the specific circumstances, to study the company’s human resources, the total supply situation after the final data analysis. Meanwhile, through the development of MD company’s human resources planning, deployment of personnel, staffing, employee compensation, employee career, education and training and put forward constructive proposals to further standardize and strengthen the company’s human resources management, will help improve the MD the overall level of human resources, planning and implementation of science will provide human resources support for the company to achieve the construction of star Enterprise.The rapid development of MD company has certain representativeness in the integration of coal enterprises, the company human resources planning and implementation will also for the similar enterprises in the development of human resources planning their own play a positive role.
