Under the background of economic globalization,structural transformation and upgrading,technological innovation,chinese media enterprises are facing enormous competitive pressure.human resources are the first resources of enterprises,and talents are the precious wealth of enterprises.The competition among enterprises is the talent competition finally.The strategic human resources planning must be well done in order to be invincible in the fierce battle for talent.Strategic human resource planning is an integral part of human resource strategy,which is developed by human resource strategic management,and becomes an important part of enterprise strategy.Strategic human resource planning is a way to achieve organizational goals,making decisions in hiring relationships,selection,training,development,performance,management compensation and employee relations,policy and practice.Its characteristic is that he is a kind of integration,it integrates business strategy vertically,horizontally integrates its internal links.In this paper,through the design of TV&Broadcast Media company's strategic human resource planning,try to establish a flexible,self renewing and strengthening strategic human resource planning and management system,in order to meet the needs of the development of the company strategy.In this paper,based on the strategic human resource planning and management theory and model,we clear the company human resources planning objectives and principles,establish recruitment and allocation of human resource planning,human resource planning,management and control of key personnel construction planning,performance management planning,human resource planning,special planning training incentive constraint programming planning,human resource information system,labor relations management planning,Form a complete strategic human resources planning and management system to serve the company's strategic development,which support the TV&Broadcast Media company great development.This paper puts forward some measures and ensurement of the implementation of strategic human resource planning,including organizational security,personnel security,security audit,enforcement protection and information security,to minimize the negative effects that may be encountered in the implementation process of strategic human resource planning,to Steadily promote TV&Broadcast Media strategic human resource planning.The research results of this paper have a high reference value for the large state-owned media enterprises,which can be used as reference for the design and implementation of strategic human resource planning.
