The Research On Resource-based County Development Plan Implementation

From the national level, the12th Five-Year period is a crucial stage of building a moderately prosperous society in an all-round way, and is a vital age of deepening the reform and opening-up policy which will speed up the economic development mode, and is the important era of realizing transitional development. From the Shanxi province’s level, there are some deep contradictions about structure in economic and social development. Under the background of expanding domestic demand and promoting the in-depth implementation of the rise of the central region strategy, our country will need more energy, materials and equipment. The establishment of Shanxi Comprehensive Reform Pilot Zone marks that resource-based economy transformation is the major theme of Shanxi Province, that is to say, resource-based economy transformation becomes the overall and strategic goals of Shanxi Province. County development plan is an important part of the national economic and social development plan, in order to make the top-design plan achieved, we badly need powerful implementation.This dissertation will review and analyze the implementation of the regional development planning. There is not the coordination between National needs and Shanxi development, however, the policy guidance of the provincial government has produced the profound influence of the energy development oriented in the microcosmic areas; in terms of regional economic development path, it is very difficult to transform the economic growth mode transformation; from the view of the regional government development behavior, it is common phenomenon to pursue the short-term growth effect, from the governing philosophies of regional officials, some government officials put personal interests on the public interests that become the important obstacle of industrial structure transformation goals.Secondly, based on defining planning implementation main body, we will analyze the action characteristics of executors influenced by culture, politics, relationship, location and personality capital. According to the policy process theory, this paper will analyze the mechanism of the executors.Thirdly, in order to evaluate the county development plan execution comprehensively, in terms of result-oriented implementation evaluation, we will select some prospective evaluation index and binding index; according to the process-oriented implementation evaluation, this paper will put the emphasis on the establishment of the measurement index system of the county plan implementation and put forwards to five dimensions-planning and supporting, guaranteeing, organizing and coordinating, controlling, and supervising. On this basis, this paper will set up the corresponding questionnaire, and provide the calculation method of the county development plan implementation.Fourthly, this chapter will analyze the risks on the regional industry planning and town planning implementation, and evaluate the implementation of resourced county plan from the view of the process-oriented and result-oriented. Through the empirical research, the findings show that the faulted feature of cognitive characteristics, the insufficiency of micro-economy subject participation, the absence of supervision and control mechanism are the main factors. Through correlation analysis, we can find that the degree of government information disclosure, the degree of the residents’ cooperation, mid-term evaluation mechanism and planning target completion present a strong positive correlation.At last, according to the results of the questionnaire survey, this chapter will put forward some suggestions to improve policy makers and executives’ implementation at different stages, and propose the corresponding supporting system reform for the optimization of county development plan implementation.Basing on the objective assessments and the executive implementation and productivity of the government, the dissertation establishes an estimation system of the regional development plans, which will put forward to some new approaches on how to improve the government’s efficiency in an effort to avoid the risks of carrying out the vital policies and guidelines in12th Five-Year period.
