Study On The Administrative Execution In The Process Of Implementation Of The Government’s Economic Plan

Recent years, our government made a series of important strategic decisions,including the comprehensive construction well-off society, the development view of thescience, construction of new village, coordination of urban and rural’s economicdevelopment, these strategic plans pointed clear direction for the reform anddevelopment of our country. Meanwhile, the realization of the policy and the goal areinfluenced by the execution level of our government directly. To enhance the level ofour government’s administrative execution and promote the implementation of the planin the process of implementation of economic’s plan, it has an important significance inconstructing the harmonious society, increasing the international competitiveness andimproving the ability of our government’s service for the public.This paper takes the implementation of Chongqing farmer’s income plan as thebackground, taking aim at the administrative execution. At first, this paper elaboratedthe background, the purpose and significance of the research. Then discussed theexecutive power and government’s economic behavior in the domestic and foreigncountries. Then related concept and theoretical basis about the government economyand the executive power of administration, this paper discussed the current situation andexisting problems with the farmer’s income plan, then set up the farmer’s income plan ofevaluation indicator system of the government’s execution. After analyzed the implement in thesoutheast and northeast of Chongqing empirically, the paper applied the method ofprinciple component analysis on the influencing factors of administrative execution,then put forward the influencing factors on the administrative execution and their orders.Finally, the thesis put forward the countermeasures to promote the governmentexecutive ability in the process of implementation of the government’s economic plan.The theoretical and empirical results show that the executive object, the executivesubject, the executive resource and the executive process are important influencingfactors in the implementation of government’s economic plan. The executive object andthe executive subject are relatively strong, the executive resource and the executiveprocess are common. View this problem specifically, in the process of government’seconomic plan, mass’s political participation and their quality are the main factors of theexecutive object, executive ability and knowledge structure are the main factors of theexecutive subject, the financial resource, the information resource and authoritative resource are the main factors of the executive resource, the system implementation andthe degree of mechanism reasonable are the main factors of the implementation process.Based on the the theoretical, this paper emphatically strength our government’sexecutive power from the executive object, the executive subject, the executiveresources and the executive process in the process of the government’s economic plan.With these measures, for example, perfect the citizen participation’s mechanism,improve public’s participation ability and knowledge structure, improve the quality ofthe executive subject, strengthen the administrative resource’s construction, optimizepolicy implementation process, establish and improve the performance appraisal system,strengthen the administrative power’s restriction and supervision, our government’sexecution level will be improved finally.
