The Research Of Implementation Assessment Of The Urban Master Plan Of Leshan Central City

With the accelerated process of urbanization,China is about to enter the ranks of urban society.Urban master plan is the most important programmatic document to guide urban construction,in the context of urban society,the institutional structure of the government and the functions of the various sectors of society have undergone great changes,the formulation and implementation of urban planning is particularly important.However,due to many historical and social problems in our country,the implementation of the urban master plan has not been ideal,many cities have deviated from the established planning,the guiding role of planning has not been brought into play.As a result,Scientific and rational evaluation of the implementation of the urban master plan has been a very important part of the whole work process.However,the study of planning implementation evaluation in China started late,theoretical and empirical studies are not very rich,these objective reasons have affected the urban master plan implementation evaluation of our country.This research starting from the actual situation of Leshan central city,using multi-objective evaluation method,On the basis of certain evaluation ideas and principles,from the space construction layout,socio-economic humanities,public subjective feelings and ten class evaluation factors,Seted up the evaluation system of the Leshan central city's urban master plan,through the quantitative and qualitative analysis of the 25 evaluation indexes,finally based on the results to evaluate its implementation.Judging from the final result,the total score of the central urban planning implementation evaluation was 64.34,according to the evaluation results constructed in the article,it can be concluded that the urban construction in the central urban area has deviated from the planning,but it should be noted that the score is not high does not mean that the city's construction is not good or not suited to social development.In the end,the paper analyzes the problems and the influencing mechanism of planning implementation,and puts forward some suggestions: Leshan central city's urban master plan implementation problems including unscientific planning,deviation from public interest and lack of public participation,at the same time,the change of the urban planning area,the inclination of the state policy,the intervention of the social capital and the improvement of the public participation in planning have greatly affected the implementation of the plan.Accordingly.this paper puts forward four suggestions: to adjust the content of urban planning,to change the means of planning,to establish and implement the dynamic data monitoring mechanism and to strengthen the public participation and supervision,hopes to help Leshan central city and the same problems of the cityi n the formulation and implementation of urban master plan.
