The Research Of Problems About The National Co-ordination Of Basic Pension In China

The report of the18th National Congress of Communist Party of China clearly statesthat we will achieve the goal of basic pension in the national co-ordination level. Butcurrently only a few places can achieve the goal that Fund’s revenue and expenditure areconducted at the provincial level. Now we are underway of top-level design of economicreform, the ideas of pension reform also should be transformed from multi-level "reformexperimentation" with "crossing the river by feeling the stones" type to "top-level design",from "giving priority to efficiency and due consideration to fairness" to " fair based topromote harmony ".The national co-ordination of basic pension means the change from "local powers" to"central powers", the co-ordination levels are related to the rights and obligations of allkinds of stakeholders, only with clear rights and obligations can we achieve sustainableeconomic and social development. Driven by these ideas, this paper describes the currentsituations of China’s overall level of pension insurance and the formation history of localco-ordination, with the analysis and comparisons of current major programs related to thenational co-ordination. This paper mainly focuses on the main problems when realizing thenational co-ordination, including the interests relationship between the central and localgovernments, the involved tax reform issues from the "local powers" to the "centralpowers", the problems on the Social Security "tax reform", the nature of the problemsabout workers’ endowment insurance system, the issues on Social Security integrationimplementation, the capacity building of social security departments and supervisionmechanisms. In the suggestions part, with the methods of qualitative and quantitativeanalysis, this paper proposes that we can step towards the national co-ordination of basicpension, achieving the goal that fund’s revenue and expenditure conducted at the nationallevel and reasonable mechanism of fund raising, payment and management.
