Basic Pension Insurance Fund Budget Management Research Under The Situation Of National Co-ordination Pension

The perfect social security system is an important guarantee for a national economic development social stability and the operation of The pension insurance system is one of the important core for the social security system. In recent years, with the continuous development of the socialist market economy, labor resources acrossing the country become more frequent. However, because of the low overall level of pension insurance system, regional barriers impede the free movement of workers. Undoubtedly, it causes the problem that reasonable free-flow of labor force across the country is impossible; particularly in recent years the surrender of migrant workers has led to problems for enterprises in recruitment and for migrant workers in employment, as well as seriously damaged their pension rights and interests. Therefore, in order to improve socialist marketing economy, it need enhance the protection of the workers' equal pension rights and interests and promote the reasonable disposition of human resources, our country should make an overall plan for basic old-age insurance nationwide as soon as possible.This article is based on this background researching how to create a suitable basic old-age insurance fund budget management system for China in order to create conditions for the realization of the basic pension insurance national co-ordinated. This article first make a clear definition for the concept of the national co-ordination pension and analyze the significance and theoretical basis for the national co-ordination pension. Second, it analyzes the status of the basic endowment insurance fund management and the existing problems. Finally, on the basis of analysis of budget management experience in pension fund in the developed countries, propose the necessity and content for the establishment of the basic old-age insurance fund budget management system and analyze how to create the conditions to realize budget management pension fund.
