China’s basic old-age insurance reform has an indisputable fact that responsibilities of the central government and local government are not clear, resulting that basic pension insurance walking in the forward to the national co-ordination is very difficult. In the process of practice of basic pension insurance’s provincial co-ordination, municipal and county governments’ ethics risk is very serious. They rely on the provincial government overly. The aftereffects that the pressure of provincial government is huge and the responsibilities of the municipal and county governments are weaken have been brought. These problems are considered as the lessons of the basic pension realize the national co-ordination. Therefore, in the process of the basic pension realize the national co-ordination, all levels of governments’ responsibility of bearing and governments’ responsibility of the optimal sharing must be clear. So as to enable local governments to make a difference, while reduce the pressure of the central government, as well as to promote all levels of governments can play to their enthusiasm and initiative in the development of the basic pension insurance. In order to smooth progress of the national co-ordination of the basic pension insurance and it will have a significant role in promoting. Conversely, if the responsibilities are not clearly defined and shared, not only result that the national co-ordination of the reform’s pace is retarded and the reform’s effectiveness is reduced, but also result that the reform of the basic pension insurance deviates from the designed direction of reform and fails to achieve the envisaged purpose.Firstly, this article analyses all levels of governments sharing the basic pension insurance liabilities normatively. Secondly, it illustrates the experience can learn the status of shared responsibility between the provincial and municipal and county governments at the provincial level practice of the basic pension insurance and national co-ordination. Finally, the article, based on the principle of shared responsibility, the factors of the national co-ordination and the experience of the provincial co-ordination, including the fund gap, the implicit debt of solving, making personal accounts and the funds’proportion of the local government turning over to the central government, conceives and demonstrates the burden-sharing among the governments in the basic pension insurance of national co-ordination. The proportions of shared responsibility among all levels of governments are conceived and analyzed feasibly. The article wishes to clear away a major obstacle in the basic pension insurance of the national co-ordination, urge that the road of the basic pension insurance achieving national co-ordination becomes flat relatively.
