Our pension system is in the transition process from "pay-as-you-go system "to "Commission Account" mode. But, during this process, because our government had not clearly bear the cost of conversion and the social pooling account has enormous funding gap, Personal account funds have always been used to contact the pension payment in a stealth way. It caused empty account scale of the individual account to dramatically expand. Under the established goal, the realization of the basic old-age insurance's national co-ordination, if the problem of empty account mishandle, it will become a major financial obstacles of national co-ordination. Therefore, discussing the problem of making old-age insurance individual account has important practical significance. At the same time, this paper defines that individual account directly relates to the overall progress and the issue of sustainable development.This paper's research starting point is basic old-age insurance's national co-ordination. It draws the whole picture of national co-ordination from four points: the necessity, the intension, the principles and the defining the overall scope of the fund. So that, making old-age insurance individual account, not only is the demand of responding to the new situation of reform pension system, but also an inevitable choice of resolving and avoiding the risk caused the problem of empty account.However, it is not easy to solve this problem. There are four barriers to restrict to make old-age insurance individual account, for examples, the financing gap of individual account, identify of responsibilities, the systems of collection and management, and the problems of preserving or increasing the value. So that, making old-age insurance individual account should design a set of integrated system.
