With continuous development of the enterprises, the impacts of human resourcesimpact on the company’s future growth have significantly increased. Human resource (HR)management also plays more important role in the whole enterprise’s development process.It is essential for excellent companies to collaborate with HR management to establish aneffective organization system for attracting, developing and retaining talents during thecritical transition periods of the business. Therefore, an important part of enterprisedevelopment is to establish an adequate and effective human resources system within thecompany. It also requires HR managers to play a bigger role and drive the constant changewithin the organization for supporting the future development of enterprise.In order to become the partners of the business, HR management must adapt theprofessional operating mechanism. However, since most of HR managers have to deal witha lot of administrative work, it largely limits their role at the strategic level of the company.In order the change this situation, HR managers must be released from the clericalassignment to some extent while still ensuring the effective presence of HR departmentswithin the companies. For this reason, many enterprises have introduced the HumanResources Sharing Center and later the Center of Excellence of Human Resources to theorganization.This thesis elaborates the goal and benefit of the Human Resources Sharing Center, aswell as the progressive change made by the big enterprises of transforming from thetraditional HR operating model to the Human Resources Sharing Center model. This thesisfurther explores the rationale why the Human Resources Sharing Center model was laterreplaced the Center of excellence model. This thesis also discusses the metrics forevaluating the effectiveness of the most important Center of excellence activities–TalentAcquisition function. In addition to the literature research and theoretical analysis, a Centerof excellence of Talent Acquisition of Royal Philips China is used for a case study in thisthesis as well, where a number of practical scenarios are discussed for supporting theauthor’s opinion. Finally, this thesis concludes the significance of the study based on the experience ofdeploying the Center of excellence model in Royal Philips China.
