Research On Building Financial Shared Service Center Of DT Group Corporation

With the rapid development of information technology,profound changes have taken place in enterprise's external environment,and the internal structure is also constantly optimized accordingly.Ford first set up its financial shared services center in the early 1980 s,after then financial shared services got fully development and application on a global scale and gradually spreaded to the developing countries.Now more and more Chinese enterprises began to build up their own financial shared services system.In China,power industry belongs to the overall social security industry and is regulated by the state,but there are also some local owned electric power enterprises.With the promulgation of File No.9 by the state council in 2015 concerning the system reform,power market will be more and more opened and marketized,so financial reform of the power enterprise is getting more imperative.This paper studies the cases of DT group which is one of the China's five major power generation groups,analyzes deeply the current situation of the group financial management,proposes a programme of the construction of DT group's Financial Shared Service Center from the aspect of goal setting,service areas,business process reengineering,organizational design and information system construction,discusses the emphases of the programme centre on the implementation process key points.The content of overall construction programme are as follows: to propose active yet prudent construction target and service range scientifically according to the principles of "pilot run,all-round,upgrade";to propose six business process including Payable Purchase,Receivable Sales,Expense Reimbursement,Fixed Assets Accounting,Contract management,General Ledger based on the comprehensive budget management theory,combining the practical situation of DT group;to design the organizational structure of Financial Shared Service Center on the principle of responsibility in accord with position,which consists of reimbursement center,accounting center,settlement center,maintenance centers and data management center;to fully integrate the financial management system(FMIS),human resource management system(HR),budget management systems and other application systems existing based on the platform of Oracle E-Business Suit,and to propose the overall framework of financial shared services platform(E-SSC).Highlights in the process of the programme implementation are as follows : to design an overall plan for the project implementation based on the existing financial management mode of DT group;to select a proper location for the Financial Shared Services Center by synthesizing all kinds of factors;to breaknessly solve the human resource problem based on the reality and long-term goals;to give full play to the "baton" function of performance assessment management system and to improve the operating quality of the Financial Shared Services CenterThe main innovations of this paper are:(1)according to the characteristics of power enterprise which closely integrated groups budgeting management and strategic management,the programme of Financial Shared Services Center for DT group which is designed based on the comprehensive budget management theory,has important reference significance for other power enterprises.(2)to develop data analysis system which was based on data mining in the platform of Financial Shared Services Center(E-SSC)by modern information technology,will contribute to the promotion of financial staff changing from accounting to strategic management,and will further strengthen the data management functions of Financial Shared Service Center which represents the future direction of Financial Shared Service Center.
