Nowadays, in the global context of economic globalization, specialization, networking and informatization, the flattening reform of organizational structure is an inevitable choice for enterprises to adapt and respond to increasingly complex and intense dynamic competitive environment, which also an important innovation performance in enterprise management. The flat organizational structure increases management span, so that the business leaders can more effectively communicate and get in touch with their subordinates, these full range of communications in enterprise will ensure the smooth progress of the transmission of information and feedback, resulting in the best corporate state:the internal information resources will be shared by all members. Organizational structure is the carrier of the enterprise to achieve strategic objectives and core competitiveness, so its optimization is an important part in establishing lasting competitiveness of enterprises, it will be helpful for the enterprise profit maximization and the purpose of achieving long-term development goals.In this paper, after the explanation for the core competitiveness derived from flat organizational structure, coupled with the content and features of Weber Bureaucracy Theory, the concept of flat organization and its superiority were introduced. Through the specific analysis on three aspects of E Division of P Group:development process and industry status, human resources status, organizational structure status, the problems and bottlenecks encountered by this division in its development is summed up. Through the analysis and summary on the shortages of current organizational status, the problems encountered by this division can be solved so as to enhance the competitiveness of enterprise and ensure the sustainable development of the enterprise when facing the fierce competition from the external environment. In this paper, the following six aspects were analyzed to conclude the problems in enterprise structure: hierarchy and span of organization, organizational power structure and distribution of power, class differences in enterprise, communication and coordination in enterprise, enterprise responsibility, enterprise organization persistence. Through research and analysis on these six aspects, the specific problems existed in the E Division of P Group are dug out, which are mainly concentrated in the following four aspects: redundant hierarchy, chaotic centralization and decentralization, difficulties in inter-departmental coordination, unclear organizational objectives. Based on the analysis on the current organizational structure of the E Division of P Group and its related problems, a new reform solution of flat organizational structure for this division is designed.In the flat organization design of the E Division of P Group, firstly set the goal of flat organization of E Division of P Group; secondly establish the principles of the flat organization; after the establishment of the basic goal and principles, then adjust the mode, decentralization, commanding principles and goals of the flat organization of the E Division of P Group and developed the detailed design program finally. Design the implement steps and operations of the flat organization of the E Division of P Group combining with the overall flat program. Commence all the detailed works of the flat organization of the E Division of P Group after confirming that the E Division of P Group has enough guarantees for flat organization.At the same time, during the implement of the plat organization program of the E Division of P Group, collect the indicators of the management efficiency and level to compare with that of the E Division of P Group didn’t implement the program, then examine the impact of the plat organization program on the management efficiency and level of the E Division of P Group to determine whether the flat organization program has improved the management efficiency and level of the E Division of P Group and the results have reached the expected requirements. Thereby ensuring the positive role of the flat organization program in improving business and management of the E Division of P Group and enhance of the core competitiveness of the enterprise, so that the enterprise can show vitality more prominently in response to changes of external environment.Propose the updated goal of management efficiency and level aimed on the operating status of the enterprise after implement of flat organization program through the reform of flat organization of E Division of P Group and changes of overall management efficiency and performance of the enterprise, in order to help the E Division of P Group to achieve its goal of sustainable development.
