The status of knowledge has been the key factor to the development of the economy. The Knowledge-based Staff (KBS), as the memory of enterprise knowledge and the carrier of core competency, is very important to the development of the enterprise. Besides, the competitive level of an enterprise is determined by the quantity and quality of the KBS. The KBS has become the power source of the knowledge economy. It’s essential for the enterprise and it’s an important guarantee for the growth of the National-owned Enterprises (NOE) in the economic globalization. The NOE shows a pattern of bureaucracy in China. This phenomenon is due to the centralized government status and the trend of the social development. Compared with other types of enterprise, bureaucracy in NOE has its own unique qualities. The qualities are the clear labor division, the strict hierarchy, the strict regulation system, and rational and impersonal contractual career system. However, the motivation problem of the KBS in NOE has a great social significance. It’s not only the theoretical field problem, but also an urgent problem in NOE management.This paper contains6parts. It uses the methods of the comprehensive analysis and the system demonstration. In the methods, we analyze the motivation of the KBS in NOE from the perspective of the bureaucracy system. Chapter1introduces the background and the significance of the research. It also points out the content, the methods and the innovation in this paper. Chapter2mainly defines the content and the feature of bureaucracy system. This part also defines the bureaucracy system in today’s China. After that, it analyzes the model of the bureaucracy in NOE with the simplest model. Chapter3begins with the analysis of the KBS’s demanding factors. Combined with the demand factor, it states the demanding status in NOE. From the perspective of staff competency models, this paper matches the staff between the capacity and the demand. In this way, it takes the effective measures. This part is the foundation of the chapter5.The fourth chapter describes the development process and the important role of the NOE in China. And it points out the challenges of the knowledge economy to the bureaucratization in NOE. In the view of bureaucracy, it states the problem of the motivation in NOE and the reason for this problem. Chapter5proposes the guarantee measurement to modify the motivation system for KBS in NOE. This part put an end to this paper. The last part is the summary and prospection of this research.This paper has two innovations. The first one is to build an employee competency model when motivating the KBS. The other one is the introduction of the new public management idea in the NOE bureaucracy.
