In realms that organize sociology, bureaucracy is a classic problem it may be said. From M. Weber put forward the ideal type bureaucracy theory, then bureaucracy construction to bring high-efficiency, then about the 60's of 20 centuries to bureaucracy with judgment and revise, all show bureaucracy at the importance that play. Not only bureaucracy is a kind of organizational structure, but also is a kind of organizational management method. Through a process of century, bureaucracy is the creation, development, the maturity, and then is the judgment, revise and creative break. These all with the variety of the outside and inside factors of organization are inseparable. These not only include the variety that decisive factor——organizational size, but also include the influence function of the technique, environment, system...etc. factors.In formerly to the research of bureaucracy, more concern bureaucracy theory oneself, such as the rigid system of bureaucracy, tie up the humanistic development, the regulation is institutional superfluous complicacy, lowered organizational efficiency. But bureaucracy is to conceive in organization, and the theory is adapted to ages and organizational development. While a lot of scholars studying bureaucracy, they emphasize that it be unsuited to the ages and the irregularity. However, they neglect exactly the change and development of bureaucracy oneself. In fact, bureaucracy as the kind of organizational structure and the kind of organizational management method, which has taken place to replace lots of change and development. Organizations can be to divide into profit organization and non-profit organization. The text is to aim directly at the organization of making profit, which is enterprise, then is to spread out analysis. In variety process that organizational scale and organizational growth, this text will inquiry into bureaucracy as a kind of organizational structure, that which does it changed.First, there is the change of organizational structure, the size as a decisive factor is in connect with structure. Organizational size is change gradually with the organizational growth process. Through the beginning period, development period, mature period and stabilize the period of organization, organizational size is extend continuously. Organizational structure also taken place the homologous variety. From formalization to resiliency, and from centralization to differentiation, the organizational complexity is increases continuously. In addition to size as decisive factor, still there is technique, system, environment...etc. factor. In the process of organizational size enlarges, the writer thinks that bureaucracy will be experienced the variety primarily for two stages: First, organization is change from weak to strong. In the process of organizational formalization, organization needs to increase a lot of regulations system to moderate the movement of organization. Then bureaucracy is gradually perfect and enhance. Second, organization is change from strong to weak. To the extent for organizational size, organizational regulation system is had tended in saturation. Because organizational complexity increment increase, so its indetermination factor increase. At this time, organization depend on the regulation system again, this will be lower organizational efficiency. Hence differentiation will appear. Bureaucracy also starts turning resiliency. Second, through analyze Max Weber's life background and the scholarship background; we will be seen the original bureaucracy. Along with the negative function of bureaucracy appears gradually, scholars begin criticizing and modifying bureaucracy theory. The writer thinks the appearing and development of bureaucracy is inseparable to ages and environment. Whether or not bureaucracy is rigid, it is an outcome to adjust the current of time. However, from rigid to resiliency, the change is connecting with the organizational size extending.There are two issues in academic about bureaucracy. First, bureaucracy is a"the cage of iron". When Max Weber took bureaucracy, and put forward also the problem of"the cage of iron". The young generation's research is too more concern for tying humanistic characteristic. The writer thinks that the predicament of"the cage of iron"is necessary stage for growing up of organization. People only pass to excise by"the cage of iron", and then acquire the job power and freedom. People know what should do and don't. Second, the regulation system of bureaucracy will be recreated organizational efficiency. In the process of organizational growth, the regulation system is established and perfect gradually. It's the original intention is for the sake of the clear and definite work contents, work method, work target etc. for employee, and lift high-efficiency. The fact proofs, this is so in the development period of organizational. But when the size extends, the rule will become more. The employee faces more rules to indecisive; this will lower the organizational efficiency.When organization is low efficiency, organizational structure will be changed, Such as reducing the rigid rule, increasing the resilience system. So these predicament that"the cage of iron"and efficiency isn't exist must be experienced for all organizations in the process of development. Organization will be changed according to oneself the size, and reduce possibility that these problems happened.Finally, through the analysis of two before parts, we can predict organizational future development, and choose the best organizational size and organizational structure. It is the core phrases that resilience and internet. Nowadays, bureaucracy structure is main current form in organizational structure. Regardless bureaucracy is resiliency, rigid or changed structure, its fact haven't been changed. But the theories fields have lots of disputes about bureaucracy. In scholars'opinion, it is a"fatal disservice"that rigid characteristic, regulation and tying up humanistic. Through the analysis of text, we research the development and change of bureaucracy again. Perhaps there will be some new enlightenment. Along with extending of the size, rigid bureaucracy already has been turned resiliency, and organizational structure also becomes a flexible form.Through analyzing the influence of the size change and the structure variety, we could have a new know for their relationship. This will be take advantage of analyzing the change of organizational structure and the variety of enterprise organizational structure. Through analyzing the precondition of the background, structure and size, when M. Weber's bureaucracy theory brings about, and through the development of organizational structure in modern society, it would make bureaucracy theory understood in a new angle by people. In practice, people can change organizational structure adequately according to the difference of organizational size for making efficiency to achieve the greatest. Through the overall analysis in relationship of bureaucracy and organizational structure, this will be take advantage of making correct policy at the change and innovation of organizational management in the future.Although there are more query about bureaucracy, the vitality of bureaucracy doesn't over in modern society. Along with the extending of the size, the growth of organization and people's the analysis, bureaucracy would be perfect gradually.
