The Research On Accepting Industrial Transfer In Chengdu

There have been five international industrial transfers since the19th century. During the "12th Five-Year" period, with further promotion of economic globalization and the development of the western region, Sichuan is gaining some comparative advantages in some industries. Such as good infrastructure construction, the low cost of factors, and the huge market for the product, and so on. All of these factors will be good for accepting the transfer of industries in Sichuan Province. Sichuan "12th Five-Year Plan" clearly states:"the industry transfer should be combined with the optimization and upgrading of industrial structure, focusing on major industrial projects, emphasizing in investment on industrial chain and industrial clusters, accepting Industries with high technology, good market prospects, low energy consumption and pollution-free."Therefore, it is necessary for Sichuan to accept industrial transfer which is not only good for its internal adjustment of industrial structure and the optimization and upgrading of industry, but also good for realizing its industrial sophistication and modernization. However, the industrial transfer is a systematic process. It requires the corporation between the market and the government. Also, the accepting ability and industry development planning of the bearer location should be considered.This article bases on the research of the possible problems caused by industrial transfer in Sichuan Province, taking introduction of foreign capital and domestic direct investment as a starting point, analyzing the industry transfer by theory and empirical analysis. In addition, the article also discusses accepting industrial transfer mechanism for Sichuan Province, and gives some suggestions to the possible problems. All of these are meaningful to form the industrial advantages, enhance industrial competitiveness, and promote industrial layout of Sichuan Province. The dissertation is consists of five chapters.Chapter one:Introduction. Firstly, the article expatiates the background, the purpose and significance, and the part systematically cards related documents. Then, it sketches up research methods, main content and the theoretical framework. Finally, it concludes the innovations in this paper.Chapter two:The former research review and basic theory on accepting industrial transfer. This chapter begins with a review and commentary on domestic and international industrial transfer. Secondly, some basic theories are described, such as the theory of comparative advantage, the product life-cycle theory, the theory of industrial gradient theory, the mechanism of accepting industrial transfer and so on.Chapter three:Empirical analysis of Sichuan accepting industrial transfer. This chapter is consists of five sections. The first section begins with the two indicators of outside capital of domestic and foreign direct investment, analyzes the status quo and characteristics of Sichuan accepting industrial transfer. The second section is about the analysis of the three industries’gradient, especially the gradient coefficient estimation of the secondary industry. Section three takes the empirical analysis on the relationship between accepting industrial transfer and economic output. The empirical result shows that the model is obvious. Section four describes the mechanism of accepting industrial transfer in Sichuan, which includes three parts:the market, the government and the public. The final section summarizes the trend and the problems on Sichuan accepting industrial transfer. The problems are as follows:defects on accepting ability, imperfect industry access standards, defects on structure of accepted industries, accepting industrial layout is unreasonable, obstacles on minds of accepting industrial transfer.Chapter four:Ways and countermeasures on boosting industrial transfer in Sichuan. The countermeasures are as follows:perfecting the mechanism of accepting industrial transfer in Sichuan, enhancing the accepting ability, improving industry access standards, optimizing the structure of accepting industries, optimizing accepting industrial layout, transformation of thoughts on accepting industrial transfer.Chapter five:Conclusion and outlook. This chapter summarizes the main conclusions of this paper, prospects and future research directions, as well as the transfer of industry trends.
