Research On The Effects Of FDI On Carbon Emissions In Sichuan Province

In order to cope with climate change, China has made unremitting efforts, and announced to control greenhouse gas emissions to quantify the action target in2009November, decided to2020unit of GDP than in2005to reduce40%-45%CO2emission. However, with the rapid development of economy, China’s carbon emission rate increased, according to carbon monitoring for action (CARMA) data display, carbon emissions in2009China has reached27tons, second only to the United States in all countries in the world.Along with the western development policy to encourage the introduction of foreign capital and western provinces, pollution industry enterprises in the east is shift to Sichuan Province.According to statistics, as of2011December, Sichuan Province has approved9615foreign-invested enterprises, FDI in the contract amount of foreign capital of＄42716000000, the actual amount of FDI of S31597000000.However, in the traditional mode of development to the fossil energy driving economic growth. is in the industrialization and urbanization of Sichuan Province, a large number of emissions will inevitably bring about CO2.In this paper, using the pollution haven hypothesis, environmental effect theory, the introduction of foreign capital from the view of Sichuan Province scale, foreign investment in actual use has been growing significantly. obvious advantage in the western area, but in the country accounted for Share is limited, compared to other national economic strong province still has a gap. the input structure of regional distribution and industrial still exist some unreasonable; along with the growth of the economy also showed a substantial amount of Sichuan Province, energy consumption is on the rise, also increased the amount of the carbon emissions, but the carbon emission intensity decreased, the energy utilization rate in recent years has been on the rise.Then on the basis of Grossman and Krueger (1991) theory, building contains a simultaneous equations model of carbon emissions, the scale effect, structure effect, technical effect to empirically test the direct and indirect effects of foreign capital introduction, found these:(1)FDI of Sichuan Province brought Technology and demonstration, local enterprises to actively improve the technology research and development capabilities, therefore FDI has a positive effect on technical effect of carbon emissions;(2)FDI in Sichuan Province contributed to GDP growth, and the expansion of economic scale reduction of carbon emissions is negative.(3)FDI makes Sichuan Province actively to improve the industrial structure, from this point of view Structure effect brought by FDI is positive;(4)FDI exposes the the construction of environmental protection team and the concept of environmental protection propaganda work is not good enough in Sichuan Province, the effect of emission reduction technology for carbon emissions is the negative effect.(5)while the positive and negative effects of the scale effect, technical effect, structure effect, but through comprehensive analysis and estimation, the Sichuan Province FDI for the effect of carbon emission reduction is positive.Finally, according to the empirical analysis of the test and effect, Sichuan Province should put forward the corresponding policy recommendations, improve the quality of investment, realize the positive effect of scale; optimize the industrial structure; play the structure of emission reduction effect; improve the environmental regulation;use the economic instruments.Relationships to coordinate the FDI and carbon emissions from these4aspects, to build a more beautiful Sichuan.
