For the protection of national security, China has attached particular importance tothe development of the defense industry, invested a lot of manpower, financial andmaterial resources. Including aerospace, a large number of military enterprises areenjoying superior policy support. With the acceleration of the process of market-orientedand Civil-military integration, the increased competition, national umbrella of militaryenterprises are gradually removed, the original enterprise development strategy in the faceof today’s competitive environment often looked very pale and weak.Despite decades of development, by the refined division, after reorganization andintegration, HYGS has grown into one of the major R&D institutions in the field ofworld aviation safety. However, in order to go into the first camp of the world’s militaryindustry, achieve sustainable development, continue narrowing the gap with the peer in theworld, decision-makers have to be more in-depth thinking about such a major problem:planned military enterprise development strategy under the economic model is outdated,now its overall strategic mode should behow to control and evaluate the implementationprocess. This article intends to apply the theories and methods of strategic management,external and internal environment was thought about, it was thought that the opportunitiesand strength HYGS facing outweigh the challenges and threat. What’s more, SWOTanalysis was used in matrix analysis of strategic match for HYGS’s strategic positioning,development of the overall objectives formulating, development strategy and strategicimplementation steps.In summary, this paper argues that the national and local external economicenvironment HYGS faces is very good, national policies support conditions is also verysuperior, with the current complex international social environment, consumer demandcontinuing to expand, in addition, the company also has a strong ability, it should beintegrated into the world aviation industry chain and the circle of local economicdevelopment. It should also accelerate the pace of development, decisively select andpromote the development strategy of differentiation. For the effective implementation ofthe strategy, it should do a good job to improve the production and R&D capabilities, strengthen brand building, speed up the integration of military and civilian developmentand foster a right corporate culture. The conclusions of this study can also provide areference for the future development of the company strategic choice.
