Research On The Integrative Development Strategies Of Urban And Rural Public Transportation In Yangzhong City From The Perspective Of Rural Revitalization

Public transportation is a kind of important fundamental public service.The report of the Nineteenth National Congress of the Communist Party of China put forward that the strategy of rural revitalization should be implemented,while strengthening the construction of rural infrastructure and promoting the integrative development of urban and rural areas are the basis and guarantee of rural revitalization.“The Strategic Plan for Rural Revitalization(2018-2022)”clearly proposed the strategic goal of promoting the revitalization of rural public service,strengthening the construction of rural public transportation facilities and promoting the integration of urban and rural public transportation.Yangzhong City is a county-level city located in the south of Jiangsu Province,with well-developed regional urban and rural economy.As early as 2011,Yangzhong put forward the development goal of "integration of urban and rural areas,construction of public transportation for the whole island." For this purpose,more than seven years of transformation pilot work on the integration of urban and rural public transportation has been carried out,and some initial achievements have been obtained.In June 2017,Yangzhong City was listed in the first batch of demonstration counties to create a national urban and rural transportation integration.However,with the continuous promotion of the work,some development bottlenecks and deep-seated problems have been exposed,it is urgent to seek further reform and breakthrough.At the same time,for Yangzhong City,when facing the new era of implementing the strategy of rural revitalization requirements,it is also necessary to explore the innovative development thoughts of urban and rural transportation integration to adapt to the rural revitalization.Based on the strategic perspective of rural revitalization,this paper took the integrative development of urban and rural public transportation in Yangzhong as its research object,summarized the related concepts and basic theories of theequalization of public transportation services and urban and rural planning and expounded the internal relationship between the strategy of rural revitalization and the integration of urban and rural public transportation.On the above basis,the course and present situation of the integration of urban and rural public transportation in Yangzhong city were investigated,while the existing problems and causes were analyzed.An empirical study about the effect of urban and rural transportation integration development on rural revival development such as county economic growth,farmers’ income and the consumption level of each farmer family was carried out by using regression model method.Then based on the strategic requirements of rural revitalization,the paper explored the policy thoughts about how to improve the development of urban and rural public transportation integration.The research results will be beneficial to construct the development thoughts of urban and rural public transportation integration to meet the requirements of rural revitalization,define local government responsibility in promoting the development of urban and rural public transport integration,optimize the support mechanism of public transport development,improve the relevant management system,promote the operation service efficiency of urban and rural public transportation,which has important practical significance to promote the economic and social development of Yangzhong city in the new era,and also has certain reference significance to other small and medium-sized cities.
