With the increasingly intense market competition, the21st centuryhas entered the era of R&D efficiency contest which causes companiesgradually transit from the operation of single project to the operation ofmulti-projects. The project management methodology originallydeveloped based on a single project gradually exposed someinadequacies.Traditional techniques are basically developed from the CPM/PERTmethods which focus on the duration of the tasks rather than the conflictof resources. The critical chain project management method developedrecently just makes up this defect. The key concept of the critical chainmanagement is to manage the constrained resources. This is helpful tosolve the problem of frequent resource conflicts in the multi-projectsmanagement. And the buffer management method of the critical chainmanagement gives full consideration to the human factor, which is alsothe defect of traditional project management methods.The requirement change of IT project is nearly inevitable whichusually cause the failure of the project. Currently, the researches ofchange control are most within single project and traditional methodsresulting in the absence of an overall manage model of change controlover multi-projects. This paper introduces the critical chain theory to thechange management constructing a model of change management in themulti-projects circumstances which including: the method of determiningthe change priority, the method of analyzing the scope of the change, thealgorithm of conflict resource allocation and the method of monitoring the change Procedure. And the author has made a number ofimprovements and new algorithms, so that the model has higherpracticality which gives the company a systematic approach to deal withchanges in the multi-projects circumstances.
