| Government investment in infrastructure is an important means of developing the national economy, which plays a decisive role in the national economy. China’s annual investment in capital construction accounts for about40%of the total state budget expenditure. Government investment project management mode has important effect on the implementation of investment projects,which has been the focus of academic and practical circles. On July16,2004, the State Council approved the decision on the investment system reform, which the government speed up the implementation of investment projects-Construction Agent clearly. This is a significant boost to the ongoing government investment project agent.In this paper the government investment projects management modes of American, British, German, Hong Kong and other developed countries and regions were analyzed, and they were compared with the Chinese model to find where the Chinese Government investment management was needed to improve. The results can provide a good help for the construction of Agent system. Then the differences between the agent system and General Contractor were studied, and the relationships between Construction Agent stakeholders Agent Unit, the relevant government departments, investment companies and legal person supervision company were analyzed. The responsibilities of the government departments, construction agents, and the construction user were made clear, and the construction Agent systym management model were compared with other models. Finally, a case was taken as a government investment project construction management model example for empirical analysis; the various stakeholders organization were constructed of Zibo Technician College comprehensive training building, and the project implementation process, the effects, and others were analyzed.All the results provide references for implementation of Chinese government investment project construction Agent System management model. |
