Local Government Investment Project Management Agent System Model

The management of the government investment, an important means for the government to fulfill its duties and an important part of the government administration, plays a significant role in economic activities. With the gradual establishment, development and perfection of China's socialist market economic system, the system of the government investment management inherited from the planned market system has revealed a number of weaknesses, such as management inefficiency, serous waste of resources, tendencies to corruption and so on. Therefore, these problems and drawbacks have aroused close attention of the government administrators, legal experts and scholars.Further deepening the reform of the government investment system to promote innovation is an important part of the transformation of the Chinese government and its functions.Building and perfecting the government investment system to meet the needs of the socialist market, and strengthening the supervision of the government projects will bring great economic, social and ecological significance to China. In recent years, an in-depth research on the reform of the government investment management system has been carried out by the relevant state ministries, institutions of advanced learning and local governments. Meanwhile, a practical reform has been carried out by certain regions such as Shanghai, Shenzhen, Chongqing, Zhejiang and other places.Both the theoretical research and the practical reform have reached the consensus that the government investment project should change from the past temporary, decentralised and self-employed management into a professional and centralised management with the separation of investment, construction, supervision and uses.Focused on the on-going management of investment projects in local governments, the paper strives on how to implement the "Agent Construction System,"which helps to deepen the structural reform of the local government investment system. Structurally, by analysing the current status of the local government investment system and the experience from the developed countries and the reconstruction work in Sichuan earthquake-stricken areas, this article focuses on the advantages,organizing plans of the "Agent Construction System,"and the relevant measures to implement and perfect it.
