The Study And Analysis On Construction Agent System Of Government Investment Projects

Construction Agent System implementation is not only a government-funded construction projects to improve management standards and performance goals,but also a urgent need to adapt to entrust the management of projects into the market at home and abroad and regulate the government investment,and it is also the need to curb corruption.It is a major institutional innovation in the area of project management of government investment.This article analyzes the management of government investment projects and the development and evolution of the drawbacks of the traditional management model.It studies the concept and nature of Construction Agent System,and saying that "Construction Agent System" has the typical characteristics of a market economy.It is able to adapt tO the development needs of the market economy and prompted the Government to invest projects "investment,construction, management,use" reasonable separation.The government can invest into procurement project management track and effectively circumvent "the power of rent-seeking" behavior,and it can prevent corruption.This paper developed from abroad to build the project on behalf of the successful experience, and sum up the domestic construction projects on behalf of the experiences and lessons.It Analysis the Construction Agent System under the conditions of specific national conditions in China and the implementation of the special problems and difficulties.It pointed out that there are obstacles and resistance in the ideas,concepts,traditions and customs,institutional,legal environment to implement the "Construction Agent System" under the conditions of our country.We must emancipate our minds,to break the old thinking habits,to profoundly understand the drawbacks of the original management system and to implement the Construction Agent System as necessary institutional,legal,policy,external market conditions and etc.as soon as possible to create a good environment for development.The paper reveals the "Construction Agent System" to run the law of the Construction Agent System based on the analysis of degree of self-existence of defects and the risk of a targeted preventive measures.Aim must be to the rule of law and to speed up the enactment of relevant laws and regulations promulgated document generation to build normative acts should be to further deepen the reform of the management system for government-funded projects,the establishment of modern enterprise system,using the concept of modern enterprise management,deepen the reform of the personnel system of enterprises and reform of the distribution system,as soon as possible to produce a large number of strong,technical precision and strict management on behalf of construction companies,the establishment of a new socialist market economy with Chinese characteristics and the health of the Construction Agent System on behalf of well-built market.The analysis in the paper is in order to designed the smooth promotion of the domestic implementation of construction projects on behalf of the domestic construction market,and the healthy development of the constructive suggestions of a detour to avoid the implementation failures and to reduce the cost of reform which can speed up the process to implement the Construction Agent System is recommended.
