Food safety is the most basic needs of the people, the supervision system of foodsafety sound is effective in ensuring food safety. Therefore, all countries in the worldand constantly improve the corresponding supervision system. The Chinese governmentalso attaches great importance to food safety supervision system construction. Since1998, The Chinese government has four times the adjustment and reform of food safetysupervision department. The latest round of reforms initiated in2013, the reform willfood production, circulation, catering, consumption of all aspects of the regulatoryauthorities to carry out the function integration, the supervision system increasingly tocover the "from farm to table" direction.The main points of this paper is the situation and characteristics of the food safetyregulatory system of Qingdao, and the impact of the2013food safety regulatory systemreform to Qingdao relevant regulatory system. What’s the experience of the foreignfood safety supervision system? And what should we do to improve the food safetyregulatory system etc.. Therefore, this article according to the following order:The first part is theory of deconstruction, expounds the theoretical basis of thearticle. It analyses the externalities and asymmetry of market information, andgovernment responsibility, theory of government regulation, corporate socialresponsibility theory, laid the theoretical foundation of food safety supervision systemresearch. This part points out that the food market supervision from government isneeded because of the existing of the market information’s externalities and asymmetry,and the government ’s own responsibility also makes the government has the duty tosupervise the food market, with the continuous development of society, governmentdepartments fragmentation and government responsibility fuzzy call the holisticgovernance mode to appear.The second part studies the supervision system of food safety combining with thepractice. First, it compares the different characteristics of classification managementand variety management; the second is compare the different supervision systems indifferent periods of China; the third is compare the different supervision systems with other countries; and then find the problems in the operation of our supervision systemof food safety.The third part based on the analysis and comparison on the theory, mainly inQingdao city as a case analysis, analyses the Qingdao city food safety situation in recentyears, find out existing problems of current food safety supervision system through thepoison bean sprouts event, analyses what measures to take through the unceasingimprove of Qingdao city food safety supervision system, summarize the achievementand find the gap.The fourth part put forward some suggestions to improve the food safetysupervision system in china. Based on food safety supervision system of foreignsuccessful experience and theory practice and combined with China’s situation, putforward countermeasures to improve China’s food safety supervision system throughthree aspects, the three aspects are the laws and regulations, administrative framework,and the five party to participate.The fifth part put forward some suggestions to improve the food safety supervisionsystem in china.(1)The food safety supervision system in Qingdao has gone through three stages:the overlapping functions stage, responsibilities cleared stage and reform and improvestage. The current food safety supervision work is coordinated by the food safetycommittee, other departments perform their respective duties, division of laborcooperation. Now it presents the comprehensive coordination based on the subsectionmanagement, supervision model gradually innovation, strengthening basic supervisionlevel, information management platform gradually improve, concentrated rectificationof small workshops achieved initial success, the strength of the public get mobilizationetc..(2)Compared with foreign countries, the laws and regulations food safetyregulatory system in Qingdao there are not perfect, the food safety standards and foodsafety monitoring level are low, the mechanism of food safety supervision system iscomplex, limited market access mechanism is not perfect, and social forces are notmobilized, so the reform is necessary.(3)As the reform of food safety supervision system began in2013, Qingdao andeven the national food safety regulatory system have shown the characteristics of thedecrease in the number of mechanism, power distribution effectively, the functions of mechanism transformed gradually. It’s expected to solve the overlapping functions andblank coexist food safety regulators level, division of labor model of complex problemsin a certain extent, so as to promote the future of food safety supervision worksmoothly.(4)Through the investigation and analysis, we found that this reform has beengenerally recognized,88%of the respondents said that it is necessary to reform. But thereform has many problems, legal supervision personnel identity integration is difficult,the supervision of law enforcement is not ensured, conflicts still exists, the supervisionresources are insufficient etc..Based on the above conclusions, this study proposes the following suggestions:improve laws and regulations, make standard system; improve the current system,security reform order; pay more attention to moral construction, promote the creditsystem; strengthen supervision, improve the supervision level; appeal to the communityparticipation, attention to social supervision.The shortcomings of the study: survey and analysis on food safety regulatorysystem reform is simple; summarizes the experience of foreign countries for moregeneral.
