Corporate play a leading role in the activities of human society below the situation of economic globalization, they control and dominate the massive resources as the most important social organization of production, people’s understanding of corporate have already become focus on natural resources, ecological environment, labor rights and business ethical instead of pure market economy action, people ask corporate to take more social responsibility. On the other hand, with the development of corporate, corporate start to seek harmonious development together with the society, the environment and employees, rather than simply economic targets. In the background of socialist market economy with chinese characteristics, the state-owned corporate is an indispensable tool of government’s intervention and participation in the economy as a special and important economic body, also perform a vital role in our society in fulfilling social responsibilities. So, research on corporate social responsibility especially state-owned corporate social responsibility and their estimate is of great theoretical and practical significance.The paper study the state-owned corporate social responsibility and its estimate, establish a comprehensive estimate index system of state-owned corporate social responsibility to estimate State Grid Corporation of China’s annual performance of corporate social responsibility. It offers a good example of how to fulfill social responsibility that the state-owned corporate can do.
