In recent years, the state-owned corporate social responsibility issues have been paid more and more attention, and there are more and more researches on it. With the academic and policy paid more attention to these issues, the corporate social responsibility theory, and the corporate social responsibility practice on the state-owned enterprises has also been deepen. SASAC official 2008 No. 1 documents that: Central enterprises should been enhance the sense of social responsibility, and actively fulfill their social responsibilities, and strive to become the country's economic pillars and the whole social enterprise's model of management according to law, an example of honesty and trustworthiness, resource conservation, environmental protection model, people-oriented, and create a harmonious business. In recent years, academic research suggests that the fulfilling of China's domestic corporate social responsibility is not enough. The lack of the fulfilling of corporate social responsibility, in particular in state-owned enterprises, the lack of corporate social responsibility will lead to the missing of moral standards. This is worrying. This paper aims to build the system platform and promote state-owned enterprises to fulfill their corporate social responsibility, so that lead private enterprises to fulfill their corporate social responsibility for achieving a harmonious development of China's state-owned enterprises, private enterprises and social welfare.Chapter 1 Introduction. We collect and collate documents. So that sort out the state-owned research areas of corporate social responsibility. And analyze the status to propose the problem in China, for providing the groundwork to my research. We believe that our corporate social responsibility developed short and there are many problems. In China, corporate social responsibility's popular base is weak; China's investment fund of corporate socially responsible does not yet exist; And understanding of CSR in China is less clear. China's development of corporate social responsibility is rapid, but this is in the unhealthy system. And in the unhealthy system, mandatory government pulling is not conducive to a market economy and scientific development in long term. To improve our corporate social responsibility system, can not entirely blindly copy foreign experience. Only learn from advanced foreign experience and go ourselves'corporate social responsibility development path that is feasible.Chapter 2 the status of state-owned corporate social responsibility and its influence. This paper argues that development of our corporate social responsibility is late, corporate social responsibility disclosure system is not perfect and poor comparability. Through the collation of data, we compared the weight, value, significance of state-owned corporate social responsibility. And we proposed the problems of development of our corporate social responsibility.Chapter 3 the analysis of the state-owned corporate social responsibility and its influence by game theory. First, we analyze and organize the general and special of state-owned corporate social responsibility and private corporate social responsibility. And based on the division of three-level model of corporate social responsibility, we do a comparison between the state-owned corporate social responsibility and private corporate social responsibility on the same platform. Through this game model, we believe that consumer preferences on corporate social responsibility, policy preferences and policy incentives are very important for the fulfillment of corporate social responsibility.Chapter 4 the analysis of based on empirical evidence of China's specific conditions, model modification and the construction of system. Based on our empirical evidence of the specific circumstances in China, we corrected the model, and we believed that consumer preferences on corporate social responsibility, policy preferences and policy incentives can be solved by the construction of system. This paper argues that corporate social responsibility is limited but no ending. Corporate social responsibility is not infinite at a time, but an endless developing concept that is consistent with self-development and social value judgments. In other words, corporate social responsibility is the concept of a vector, not the concept of number. The dynamic concept of corporate social responsibility determines that we cannot see corporate social responsibility with static vision. Implementation of state-owned economic function is the value of state-owned enterprises social responsibility, but with the developing of technology, economics and civilization, private enterprises should be introduced to contribute to the national economy and the state-owned economic function. This is an internal need for corporate social responsibility developing, and an inevitable choice for promoting competition and creating a fair market environment. In our current system, the treatment of policy between state-owned enterprises social responsibility and private enterprises social responsibility should be no preference.Chapter 5 the institutional arrangements. We proposed the concept of macro-economic objectives of enterprises so that we can analyze the feasibility of the introduction of private enterprises to participate competition in corporate social responsibility and equal treatment between state-owned enterprises and private enterprises. We believe that state-owned enterprises are born with the macroeconomic objectives of the business that determine its superiority of corporate social responsibility achieving. But we should also found that introduction of private enterprise to achieve corporate social responsibility in various dimensions for competition is necessary. This paper argues that it is benefit to the harmonious development of state-owned enterprises, private enterprises and social welfare that private enterprises fulfill the corporate social responsibility in a transparent, fair and equitable incentive platform.Chapter 6 on countermeasures. We analyzed the importance of strengthen the influence of the state-owned enterprises social responsibility, and put forward the corresponding countermeasures and suggestions. To improve the system of our corporate social responsibility, we put forward the corresponding policy recommendations in five areas about the construction and maintenance of the system platform, the setting and international of the evaluation system, the co-building of corporate social responsibility and corporate culture, strengthen policy-oriented for private enterprises, and the deepen cooperation between state-owned enterprises and private enterprises.Chapter 7 the practical part of this paper's theory, that is the practice of this theory in the context of state-owned enterprise reform in the old industrial bases. Based on the state-owned enterprises'problems in the old industrial base, we analyzed the special state-owned corporate social responsibility in the old industrial bases. And we believe that the integration of state-owned enterprises reform corporate social responsibility must be able to promote the reform and harmonious development of state-owned enterprises, private enterprises and the social welfare in the old industrial base. So, we integrate the state-owned enterprise reform and corporate social responsibility system of this paper's research to put forward policy recommendations in five areas for achieving harmonious development of state-owned enterprises, private enterprises and the social welfare in the old industrial base.
