Every country should establish the library regulation.The purpose of the librarylegislation is to provide two aspects of the guarantee: the first one is to provide the legalguarantee of the development of the library career, the second one is to provide the legalguarantee of carrying out various library works effectively. At present, Our country haspromulgated many laws, regulations, decisions, ordinances, standards, notices,management methods,work opinions about the library, but there are still many problemshindering the healthy and stable development of the library. Therefore, this thesiscompares and analyzes the regulation between China and Japan, in order to drawlessons from the regulation in Japan and short the regulation gap between China and theworld.This thesis consists of five parts.The first chapteris the exordium,describes the research purpose and the researchsignificance, the research status of the library regulation at home and abroad and theresearch method.Chapter2is the library regulation situation in China and Japan, respectivelydescribes the library regulation situation in Japan and the library regulation situation inChina.Chapter3is the comparison of the regulation between China and Japan, comparesand analyzes from four aspects: the comparison of the public library regulation betweenChina and Japan, the comparison of the university library regulation between China andJapan, the comparison of the self-disciplining standard for the librarian between Chinaand Japan, the comparison of the library declaration between China and Japan.Chapter4is the enlightenment from the library legislation in Japan, proposes fouraspects of the enlightenment: the sound system of the legal security,the perfect systemof the fund guarantee, the comprehensiveness of the regulation content, the synchronization with the education law.Chapter5is the concluding remark, emphasizes the importance of establishing thesound law system of the library in our country.
