Into the21st century,China vigorously develop the wisdom urban construction, at the same time, the city flood control and management is commanding an important part of urban construction, many provinces who have been rare at this year’s floods.Many coast past low-lying areas of Shandong Province also suffered due over the threat of floods. Floods caused huge losses, give us profound lessons, reflect on our urban planning and city construction, infrastructure, emergency management and many other aspects are revealed many problems. Today our country strongly advocated the construction of digital city, relying on the digital management technology, geographic information technology and computer technology and other advanced information management technology, Introduce the prevention work management philosophy, use video surveillance, satellite images, rain monitoring, multi-party communication, satellite positioning and other modern technological means, fully integrated within a variety of flood resources, weather trends, rainfall regime and other information for statistical analysis of the daily flood prevention work, danger of discovery and exclusion in a timely manner, personnel and fine materials management, command and scientific decision-making, the disaster aftermath rationalization provide a solid guarantee for Yantai City. Therefore, the design and development of a flood control headquarters information management system for the flood control headquarters of Yantai City is very necessary.The flood control information management system of Yantai City is a blend of software and hardware technology intelligent management system, The hardware part of the system is mainly carried out by the camera level information and rainfall information collection, the software part of the main processing the signal returned from the field information, but also responsible for the control of flood control business processes. The software part of this system using MVC (Model View Controller) framework for the design, using B/S design patterns, making flood control center administrators can access to the system through the WEB, and access various flood control and management of business information. The paper mainly describes the design and implementation process of flood control information management system for Yantai City, at first introduced the system development background and research status, defined the development of the system for the theoretical basis and practical significance. Introduced the paper work and the organizational structure of the main conditions for readers with a convenient. In this paper, flood control operations carried out a detailed requirements capture and analysis, and divide the system function module, the division of functions for the system carried out the detailed design of each module description, the final binding function of the system interface and the core code, implementation process for the various functional descriptions.The flood control information management system mainly achieved site management function, flood control and data management function, command and control functions, decision support functions and system setup function, totally five functional modules. The flood control information management system mainly municipal flood control business processes, the traditional management model transformation, building efficient, intelligent and scientific management mode, flood control operations for the main content of sentinel sites for each major rainfall information level information for accurate and real-time monitoring, and pass the first time information obtained to the command and control center to ensure the first time command and control center may make a response strategy, the control system can be responsible for the staff and materials, and other scientific scheduling, timely information will be sent to the decision-making scheduling staff to ensure flood prevention work in scientific and efficient conduct.After the system development, we have strictly tested five functional modules for core sub-functions.Test results show that each module is operating normally, meet the daily flood control operations needs of Yantai City. The city’s flood prevention work of information technology, scientific and efficient, to ensure the smooth progress of anti-hearing, the liberation of the relevant management department staff workforce, improve the work efficiency of flood management. Flood prevention work can be involved in personnel information, department information, rainfall and water level information, such information scientifically accurate materials management, flood prevention work to ensure the smooth progress of the Yantai municipal flood control construction has great practical significance.
