Currently, with the significant leap in grid technology and multimedia technology, video surveillance systems have been widely used. And with the increasing requirements for safety, people are demanding more from video surveillance system, and mobile video surveillance system came into being. Mobile video surveillance system based on the most popular Linux system and3G network has become a research field with the most attention.Based on the analysis of current market demand and trends of mobile video monitoring system, this paper proposed a new mobile video monitoring system solution based on Linux system. The mobile video surveillance system uses ARM11as processor, Linux system as server system and3G networks as video data transmission network, which reduced the volume and increased the mobility of the device, enabling it to be installed in small houses or even vehicles, since the3G network is a mobile communication network, live images from inside the car can be sent to the car’s owner anytime, anywhere. This mobile video surveillance system can employ a variety of client terminals, such as PC, smart phones using Android system, and Tablets, etc. The user can also use multiple terminals simultaneously to watch captured videos. Given the fact that the Linux system is open source with high level of portability, the mobile video surveillance system can be easily put to large-scale production.This paper describes in detail the definition of mobile video surveillance system, and gives an overview of the background and development history of mobile video surveillance system. Based on the current status of mobile video surveillance system, surveillance technology theories and its operability, this paper discussed future trends of mobile video surveillance system and research directions. The system proposed in this paper will achieve mobile video monitoring by using a USB camera to capture video data and upload to the server side of the Linux system, and after M-JPEG video compression on the server side, the video will be transmitted via3G network in real time to the client side, and users can watch the video from their terminals. Accordingly, the mobile video surveillance system proposed in this paper is composed of four parts, namely video data capture terminal (USB camera), video server (Linux system ARM11Development Board), transmission network (China Unicom WCDMA standard for3G network), the client terminal (PC and smart phones using Android system). The video server uses M-JPEG encoding for video compression to achieve real-time transmission via the3G network. Communications between the server and the client side is realized by using the Socket service implementation.This paper bring to the table the overall design of mobile video surveillance system based on theories and practical feasibility of the Linux system and3G network, and then described how the surveillance system works by elaborating on platform construction, driver porting, and application software design. The paper tested the mobile video surveillance system and the results are also listed. In the end, the paper also brought about some ideas about the subsequent development of the mobile video surveillance system.
