File Management Paradigm Shift Force Field Research

At present, the social management paradigm is shifting from management type toservice type. In this conversation process, archives management paradigm has beenaffected and has to adjust the internal structure to adapt to the external changes. As amanagement tool, the archive is always located as the private goods of ruling class, atthe same time, archives management department is also considered as the governmentaccessories. With the wide broadcasting of modern democratic idea, the steady progressof society, the mature market economy system, the archives and archives informationresource should not be only controlled by government. As the important informationresource, should get the broader scope of development and utilization. In the new period,we need to review the archives’ existing value, meaning, and should be aware of thebackground that service paradigm is gradually forming. While, in the process oftransformation, what paradigm will change be, how, why and how long time the processwill be.This paper introduces the force field analysis principle and the analysis modelof physic to study the converting archives management paradigm, solve the aboveproblems and put forward the corresponding countermeasures to accelerate the arrivalof service paradigm.
