Paradigm Research Archives Management Public Management Perspective

Public management is a kind of management whose object is public affairs. Asarchival affairs in essence are also is a portion of public affairs, archive managementbelongs to public management and could be legally included in field of vision of publicmanagement. The research of archive management paradigm under the perspective ofpublic management is to explore mechanism of archive and its management on the leverof social practice, by applying Kuhn’s paradigm theory, further interprets themanagement philosophy and mechanisms due archive and its management within thetheoretical frame of public management. This paper started from the sociality of archivework, pointing out the archive management paradigm acting as a subjectivityconstruction of professional community of archive for its work, also possesses socialily,and shifts as social changes. The dominant factors influencing the paradigm choice ofarchive management is the social system (mainly economic system, political system)and the concept of social development in certain historical period and conditions.Further by observing the current development of the above three factors concluded theestablishment of market economic system, the development of democratic politics andthe formation of concept of people oriented, make the publicity of social managementbecome the mainstream of the modern public management, which directly contributedto the germination of publicity of modern archive work; Finally summed up thearchive professional community should adjust their thoughts and practice according toobjective reality to construct public archive management paradigm actively, innovatemanagement philosophy and mechanism accordingly to pursuit the organic unity ofpublicity and manageability, and promote comprehensive progress of people and societyas well as improvement of the archive work.
