Electricity is very important in the social economy, it is the foundation of the national economy, the quality of the electricity market operation, will be directly related to the safe operation and healthy development of the national economy. Power quality as an important part of smart grid construction is to achieve an important guarantee, will provide additional data to support the electricity business intelligence, while also providing a strong information support for intelligent two-way interactive marketing system.In order to strengthen the management of the power supply service quality, and constantly improve the level of power supply services, and create a harmonious environment for enterprise development, the State Grid Corporation of China has developed power supply service quality evaluation management approach in2005, the quality of service requirements for each power supply companies were evaluated. But the existing power quality standards are often just made for a single or partial power quality phenomena indicators or limits, power quality content is scattered in different standard where there is no power supply comprehensive evaluation index system not yet established a long-term supply quality of service evaluation system, to supply quality service composition and evaluation system constitutes unclear.This paper presents a manner to establish a scientific and practical power supply service quality evaluation system, starting from a different point of view of customers, businesses, experts, objective and comprehensive manner to supply quality service qualitative and quantitative evaluation, thereby further improving the quality of power supply services better fulfill their social responsibilities, improve customer satisfaction, enhance supply corporate social image and status, and ultimately maximize efficiency and improve service brand power in the terminal energy market share. I participated as a major designer client-side power quality monitoring system analysis, design and code work, concrete work, including:participation in the overall design of the system is responsible for requirements analysis, database design, responsible, involved in some of the code on the client side power quality system implementation.I am a good grasp of the overall system, and is responsible for its own technology to have a more profound insights. This paper discusses the realization of the entire system, and focuses on the needs of the system himself involved in the analysis design and code system implementation work. Client-side power quality monitoring system projects through direct access to first-hand data on the client side to achieve a data transfer from the source side to the client side of the grid. By client-side power quality monitoring and evaluation, and gradually resolve power outages, long power outages, low voltage customers reflect quality problems, improve product and service quality power supply. System in the development process with a number of advanced technologies, compared to other products on the market, has obvious advantages.
