Based on the theory of innovative city, the support vector machine theory and geneticalgorithm theory as the theoretical basis, using normative and empirical research methods,combining qualitative analysis with quantitative analysis, empirical study to analyze theproblems of innovative city evaluation in our country, and put forward the innovative cityto promote the development in this foundation, accelerate countermeasures andsuggestions for the construction of innovative city.The first chapter describes the background, purpose and significance of this thesis,and according to the time sequence, detailed carding and abroad on innovative city andinnovative city evaluation research. At the same time, a brief description of the researchcontent of the thesis, puts forward the study method should take and to the structure of theway put forward specific research ideas, at the end of the chapter, the thesis innovationintroduced briefly explain.The second chapter describes the basic theory of innovative city involved, to clarifywhat is innovation; clear narrow, broad and comprehensive definition above the level ofthe innovative city connotation; detailed description of carrier and the innovative city;summarized the basic characteristics of innovative city should have. Through the vectorand the basic characteristics of the clear to the next section of the evaluation index systemis established to provide theoretical guidance. In the end of the chapter focuses on themethod of comprehensive evaluation of innovative city introduction, analyzes thedeficiencies of traditional evaluation methods, a brief description of the superiority of thesupport vector machine evaluation method of genetic algorithm optimization.The third chapter summarizes the research on support vector machine with geneticalgorithm, and expounds the basic principle of genetic algorithm and support vectormachines, aims to show that the integrity and scientific theory of support vector machinewith genetic algorithm.The fourth chapter genetic algorithm optimized support vector machine to evaluateChina’s innovative city problem based on empirical research. This chapter according to theestablished index system basic principle, data valid index for various statistical yearbookand Innovation Research Report by Beijing, Tianjin, Shenyang twenty innovation appraisalcity from2007to2011, a total of more than6000data sources, the first average and thenormalization pretreatment of alternative indicators set, then analysis and processing databy based on the SPSS software, the final significant correlation with matrix filter redundantindexes, constructs the evaluation index system. In this chapter, after the completion ofconstruction of index system, the application of MATLAB evaluation model of innovativecity based on GA-SVM, and realized, query the MATLAB program running results showthe test set, the mean square error is1.030319; the correlation coefficient curve and the realvalue is98.0536%, which shows that the prediction results are scientific, output the penaltyfactor the best C and kernel function are respectively30.5785and0.4983. The finalevaluation was relative precedence Science City Hefei city and participating city is11.90,innovative construction level among all participating City twelfth, similar to ShandongJi’nan city. In March24,2014released the latest Chinese city rankings, Hefei city andJi’nan city belong to the second city echelon, it also benefits the objectivity and scientificevidence of the evaluation results. This chapter puts forward corresponding suggestionsand Countermeasures on accelerating the process of building innovation oriented city.The fifth chapter simply introduces the achievements and shortcomings of this thesis.Study on Evaluation of innovative city is a powerful support and an important way of building an innovative country, itself has practical significance. Evaluation is an importantresearch method, we can make the mathematical analysis clearly understand thatparticipating in all aspects of the city. The evaluation results as an important theoreticalbasis, objective to show effectiveness of innovative city construction, feedbackparticipating city remains a specific problems hindering the development of the city. Tograsp the basic process of constructing innovative city domestic fundamentally. Therefore,has very important practical significance of innovative city evaluation.
