Since the concept of smart city was put forward,cities around the world are engaged in the construction of "intelligence"."The CPC Central Committee's proposal for formulating the 13 th five-year plan for national economic and social development” is proposed to support the smart city as the important development direction of China's new type of urbanization.As construction continues to deepen,the practice of smart city becomes more and more dependent on the drive of new information technologies such as the Internet of things and cloud computing.But in the use of information technology to promote information fusion and found knowledge to promote wisdom city service mode in the process of innovation,it caused a new change in the information pattern of the city.This change will inevitably result in significant changes in the connotation and structure of information security of the smart city,and bring about a multi-angle impact on information security.This impact on the information security put smart city to a serious test from the information medium,the safety technology,the management system,the policy regulation and the citizen quality.As the construction of smart cities deepens,the issue of information security becomes an increasingly prominent focus.How to give full play to the important role of information sharing,collaboration and integration,and to maintain the stability of the information security under a certain limit,becomes a practical problem for smart cities to developing sustainably.In this paper,the basic connotation of the smart city's information security is reviewed on the existing research results,analyzed and summed up the relationship between the risk factors of smart city's information security,trying to construct a set to conform the information security risk assessment criteria evaluation index system.According to the characteristic of the index system,the risk assessment model was established using the method of ward clustering and C4.5 decision tree,and an empirical study was conducted on the information security status of 15 smart cities.This paper provides a data based and intelligent assessment method for the information security risk assessment of intelligent cities,and provides a guarantee for the information safety of China's smart cities.First of all,through the literature review of the current domestic and international smart city information security risks,this paper describes the background and significance of this study,to determine the research ideas and theoretical framework.Through the analysis of the information environment characteristics of smart city information security,interprets the connotation and characteristics of smart city information security from economic and social,technological and institutional perspective of the smart city's information security,to define wisdom city information security as five levels.At the same time,with the help of the national standards of information security risk assessment standard,decompose the basic elements of smart city information security risk;clarify the relationship between risk factors;establish evaluation framework by taking the risk assessment elements as the column and risk level of the smart city information security as the line.Secondly,in order to make the complicated evaluation process quantitative,select methods combined with the data analysis in ward clustering and C4.5 decision tree classification algorithm.A risk assessment model based on accurate data was established,realizes the intelligent evaluation and decision making on the smart city information security analysis.The modeling time of this model is short,the classification accuracy is high,and the requirement of data distribution is low.So it quite agree with the complex information security risk index of all kinds of data,and model very readable,to spread scientific and rational analysis of the risk assessment results.Finally,this paper selects 15 smart cities whose development in China at high level as the object of empirical research,according to the smart city information security risk assessment index system above.Collect study around the city and the statistical yearbook,combined with the Delphi method,with the aid of the proposed smart city information security risk assessment model.This paper studies the information security risk in 15 cities,and also demonstrates the effectiveness and superiority of the risk assessment model.Finally,some Suggestions are put forward based on the empirical results.
