The educational fairness is the important basis of the social justice as well asthe national basis education policy. The state-funded agency which is the essentialrequirement of building a harmonious socialist society and the realization of nationalstability helps the students from poor families become useful and cope with theirrecession. How to complete the annual financial aid for poor students in schoolefficiently has become an important problem to be solved.With the rapid development of the information technology, the research of thestudent financial assistance management system based on Internet makes methods ofmodern office such as the computer technology integrate tightly with the studentfinancial assistance work. The structure of the student financial assistancemanagement system is based on B/S (browser/server) mode, which has become thepreferred application software architecture. As the national aid policy system andrelevant policies to further improve, existing student management system can notsatisfy the actual requirements of finance work. The construction of the studentfinancial management system is still in its primary stage. Countries are investingheavily in construction of unified information management system, which isexpected in the next few years to put into use in phases. But the national financeinformation management system covers the whole nation. Some local aid policy isdifficult to be fully taken into account. In order to perfect the student financialassistance management work, it is necessary to establish a student informationmanagement system with the core of Loudi.In this paper, the main work content as follows: Combining with the actualsituation of Loudi and specific student financial assistance policy and measures, thestudent financial assistance management system that starts from the practicalapplication is designed and implemented on the basis of the perfecting governmentfunding system. Paper first analyzes the current development situation ofinformation management system and shortly introduces the background of thestudent financial assistance. Then paper analyzes the feasibility of the system to bedesigned, selects and builds the system development environment. When analyzingthe feasibility of the system design, it takes some conditions such as hardware,network environment, the mainstream technology into consideration. In the next parts, paper analyses the demand of the system by understanding the types ofbusiness system, business processes, and business rules. After understanding therequirement of the system and making clear the specific development goals of thesystem, the overall design of the system will be done. After dividing system intomodule according to the functional requirements, paper determine the function ofeach module,design the development platform,and design the database usingreasonable technology and resources. According to the flow chart of modules withinthe designed system, finally, the system is realized by using the PHP language tocode and test as well as using open source database system of MySQL.Due to the business process of the system is more complex and involves morepeople as well as more departments, the design of the system mainly solves thefollowing key questions based on the goals and requirements for the system:1. There must be a friendly interface and information issuing platform withconsistent style so that the student financial assistance center can issue some relevantnotices on the platform. Some interfaces updated information should be in theplatform so that the administrator edit and update news conveniently. Simultaneously,in order to download relevant documents conveniently for users, there should be ainterface to a file server.2. Classify the permissions and design user roles. Design user roles withdifferent privileges depending on the demand of system and assign differentpermissions to create different graphical user interface relying on various users.3. Set up the finance information management system. Superior users canretrieve, query and audit the aid-receiving student list. They can also view theinformation of grant funding in place. At the same time, the function of querying anddownloading financial aid information statistics are provided.4. According to the national and provincial finance center project discipline andrelated policy provisions, design the database finance management system forsecondary vocational schools, ordinary high school, young children and preschoolteachers as well as lottery public special welfare grants combining with the practicalsituation of Loudi.This paper describes the design of student financial assistance managementwith the core of Loudi following the software engineering design thought. It startswith the phase of requirement analysis. Then it analyzes and describes the wholefinancial management service using business process diagrams, use case diagramsand use case description table. Finally, it completes the overall design of the systemand determines the system architecture. This system on the basis of the correctanalysis on problems encountered in the actual work divides the intended functionsrelying on the type of business into five subsystems. They are the systemmanagement, the secondary vocational school scholarships management, ordinaryhigh school scholarships management, secondary vocational school tuition freeinformation management, and lottery ticket public welfare fund of special public-funded projects information management. Each subsystem is for differentbusiness types. They reuse function modules,includes the audit, the declaration,information statistics, and information search. Each subsystem stores information indifferent databases. The system design can lower the possibility of wrong operationin the human-computer interaction interface.This paper presents the process of the database design and detailed systemdesign. When carrying on the detailed analysis design for each functional module, itgives the explanation with information tables, class diagrams and the classdescription tables. On the realization of the system, the article takes the form ofcombining with screenshots and captions. The businesses on secondary vocationschools are introduced thoroughly as examples. The important functional modulesand the operation of the database in the system implementation process areintroduced thoroughly in the form of codes.The end of the article includes the summary, the outlook, the systemdevelopment experience, and the introduce of the next development direction.
