With the rapid development of video compression and network, video monitoring system has been widely used in various fields of daily life. Compared with traditional video monitoring systems, the network monitoring system based on H.264boasts lower cost, higher stability and good real-time, thus having broad application prospects. The research contents are as follows:First the paper introduces the transfer model of video monitoring system, and expounds three components of the monitoring system, namely the front-end subsystem, video server and user network terminal. The paper in particular introduces several kinds of anti-error technology involved in the transmission process, such as parameter collection, flexible macroblock ordering, data partitioning and redundant slices.And then some key technologies of H.264standard are introduced, such as hierarchical design, intra-frame prediction, the size of a variable motion compensation, integer DCT transform, entropy coding, etc, which lie a solid theoretical foundation for its application in the network video monitoring system. The paper also analyzes the existing search algorithm of motion estimation, on the basis of which an improved hybrid search algorithm is given. The effectiveness is proven through the simulation experiment.Finally, based on the H.264standard and the theory of video monitoring system, this paper designs a internet protocol camera based on H.264. This system realizes H.264encoding on Hi3516SOC platform and designs the RTSP server for H.264stream transmission in the network. It uses VLC open-source software to test the correctness of the RTSP stream packets as well as to evaluate the image effect of H.264encoding. The experimental results show that the system, with clear images and quick data transmission, can be relatively steady in the transmission of video images through network, which meets the real-time demand of video monitoring. In addition, by using the motion detecting API interface of Hi3516processor platform, this paper sets up a "motion detecting" kinetic function, and adds the parameter control of "protection time", so that the system could be more flexibly applied to actual monitoring system.
