With the development of modern society, people’s faster pace of life, in order to save time, the aircraft became an important option for people to travel. When travelers choose the aircraft it also means that they want to entrust their airline checked luggage. Therefore, the operation of the airport baggage has to a certain extent affect the passenger satisfaction for the trip. In recent decades, the rapid development of science and technology, particularly rapid development of computers. Nowadays, computers have become important equipment in our daily routines.In this context, a company decides to develop the Baggage Management System that based in user needs. The system is divided into PC and the PDA two subsystems. PDA terminal which is based on WinCE platform for the development of the system is divided into a total of seven modules, mainly for departure, transit, inbound baggage, the system will operate at the airport baggage tracking and status refresh convenience of visitors in real-time query to state their luggage, but also for work in the airport for facilitated.This departure from the system, industry background, introduced the system of related technologies. Focus on container management and baggage Gordon fill two modules are described in detail, introduced from the needs analysis, outline design, detailed design and implementation as well as the final test and operating results. Finally, this paper made a conclusion for these works and pointed the place where the system could be improved.
