In the era of knowledge economy, knowledge business is a new form of economicgrowth, production, circulation, distribution and consumption of knowledge has become thefocus industry of whole society, knowledge Communication and sharing has also developedrapidly. The libraryas the key to traditional knowledge, has natural advantages and anunavoidable responsibilityfor knowledge transfer, which reflect the social public welfare.Digital reference service is an important work in library, and provides more knowledgeservices for public, is an important way to improve the social service ability. In recentdecadesyears, with the exploration and development of the digital reference,service content hastransformed from Literature to knowledge, Service mode has transformed from asynchronousto synchronous, the scale of serviceshas developed from a single Library to many Libraries,regionals, Countries cooperative development, so service ability has been greatly improved.knowledge service is the deepening of literature service, is a process thatcontainsorganizing knowledge base (including resource classification navigation system, referencehistory etc.) with librarian’s professional knowledge and experience, designing scientificreference process, making tacit knowledge to be dominated and sharing, and searching,refining, recombining knowledge to form a complete knowledgeproducts to solve user’spersonalization problems. Knowledge service capacityis the latest manifestation of socialservice ability of Reference work.Today, there is a society being full of cooperative reference service, and the updatingstudy of corresponding evaluation index and service guide becomes a very important topic. Inearlier stage, this paper summarizes the current evaluation indexand method of referenceservice,through researching literature resourcesat home and abroad.On this basis, itproposesamethod of evaluating cooperative reference systemfrom the ability of the knowledge service.Firstly, the paper analyses the connotation and characteristics of reference knowledgeservice, and through a networkresearch, summed up the practical results ofknowledge serviceof domestic and foreign large-scale cooperative reference system, including designknowledgebase, humanization design of service platform and the latest technology about real-timeconsulting abroad, in order to provide us with reference and enlightenment. Further,thepaperhad constructed the evaluation index system on the basis of analyzing the factors thataffect the knowledge service capacity, including5first level indexes,22two level indexesand50three level indexes, andconfirmed relatively reasonable evaluation methods, through the design of " expert Questionnaire on evaluation index system of knowledge service", andmade a questionnaire survey of experts10libraries of four universities to determine theweight of each index, and corrected the few indexes. Then four domestic and foreign largecooperative reference system: The CORS (Collaborative Online Reference Services) platformof the Shanghai Central Library、National Library Reference Services Alliance and Ask Us24/7,AskColorado were selected and evaluated. The evaluation results were analyzed, andCorresponding suggestions to improve knowledge service capacity weresummarized,Including sharing more resource, establishing knowledge base that different ageinterested in, strengthening librarians to prolong reference time, developing orjoiningpowerful real-time reference software, Optimizing reference process and etc. Theproblems appeared in the investigation were summarizedand corrective measures wereproposed.
