There were rumors in ancient times and it exists in modern society specially; the rumors existed in the traditional society and the transformation society specially; it not only exists in real life but also exists on the virtual network. Since the birth of the Internet, the human life gradually entered the network information age and the economic development of the Internet to make the progress of human civilization has injected new momentum. But the Internet is a double-edged sword, and its virtual sex, openness, freedom, divergent, interactivity, concealment and uncontrollable characteristics bring about many negative impacts among which the characteristics of the Internet and technology has given rise to the spread of the Internet rumors. Although Internet enterprise develops relatively late in China, Internet rumors emerge in endlessly in the more than twenty years of time. The destructive force of the Internet rumors in it will not only damage the social individual reputation benefit, but also destroy the social order and cause social unrest, and even undermine the government’s credibility and the image of the national government. Network has the most direct impact on rumors destroying the safety of the public space, which is a new challenge to our country’s network information security and national security.
