Design Intelligent Management Platform In Sinograin Fushun Depot

Food is an important basis of social development. With a large population, relativelylittle land and scarce resources, food security is particularly important in China. The newgeneration of Chinese leadership after the18thNational Congress of the Communist Partyof China gives top priority to food security and clearly puts forward such a requirementthat the we should be able to basically supply the grains for our people and make the foodabsolutely safe. It is required that we should make efforts to accumulate great stores ofgood grain for our people. The exclusive reserve system of national grain reserve has beenestablished as the last line of defense of the food security and China Grain ReservesCorporation (Sinograin) also has been set up to take care of the management work. Atpresent, issues with relation to grain storage management in China are as follows:(i) withlow level of the overall science and technology of grain storage, the storage method isoutdated. With high cost of manpower, material resources and financial resources and lowefficiency, the overall development level of the enterprises relating to grain storage isrelatively low;(ii) with family farmer as the basic agricultural production unit and simplestorage facilities, the loss of grain yield and use value is very high;(iii) in order to protectthe interests of farmers and guarantee food security, in recent years, the public purchasingprice of grain has been on the rise, because Sinograin has been entrusted to procure grainfrom the mass. Great supervision pressure and many hidden dangers have recently surfacedto store the giant grain storage in a traditional way;(iv) with the increase of living standard,grain storage quality and environmentally-friendliness need higher requirements;(V) withthe expansion of the business in Sinograin in recent years, it has failed to control andmanage the basic grain depot well, which causes the frequent violations of basicenterprises, such as risk event,“Circle grain” or even corruptions, changing the enterprisepurpose of “Two Guarantees”. The question is how to take advantage of modern scienceand technology and electronic information technology to increase the technological levelof grain storage and economic benefits, reduce loss and working strength, strengthen thecontrol and management of the group, realize the high-quality, continuous and scientificdevelopment of the grain storage enterprises, which is able to further strengthen the basisof “two guarantees” maintaining national food security, through establishing the“intelligent” digital grain depot. As a super large central grain storage enterprise, Sinograinshould make active efforts to establish the intelligent grain depot based on its ownmanagement need, industrial development need and national food security need.As a subsidiary corporation directly under China Grain Reserves Corporation,Sinograin Fushun Depot basically covers all the businesses in its mother corporation. Thetypical, extensive and promotional feasibility appears through conducting analysis on themanagement issues facing this subsidiary depot and the corresponding resolutions. Thispaper places focus on the outdated basic grain storage management, failure of remote real-time online monitor and grasping the real-time situations of input and output of grain,poor manual ventilation operations and big influence of external factors on the dryness ofgrain and puts forward the proposal of establishing storage information managementsubsystem, remote situation monitor subsystem, video monitor subsystem, intelligentout-put and in-put management subsystem, intelligent ventilation subsystem and onlinetesting subsystem of grain drying. At present, part of the subsystems have been put intooperation for trial in Fushun Depot and good achievements have been made. In addition,enterprises are able to set up other intelligent subsystems based on their own actualsituations. In the meanwhile, enterprises can optimize such subsystems continuously tosummarize the experience in the establishment of intelligent grain storage and set anexample for others.
