Emergency Response System is a implementation platform for the contingency plan, has an important role for the security and stability of a city, is "the lifeline of the city."Emergency Response Command System is an important component of Emergency Response System. A new generation of emergency response command system should be based on the existing capabilities, combined with wired, wireless, data, messaging and other means of three-dimensional scheduling, GIS-based scheduling system security plans and build the security system.In this paper, on the basis of detailed analysis on the Emergency Response System of the typical characteristics and application requirements, focusing on the design and implementation of a GIS-based scheduling module of rescue vehicles and sensor network information display module. This paper is divided into seven chapters, introduction part of the first introduced the research background, including emergency needs and importance of the linkage system, as well as the position GIS-based emergency response command system in the Emergency Response System and leads the major work of this article. The second chapter describes the application of Emergency Response System scenarios, proposed the system needs analysis, and on this basis, the completion of the system architecture design. Chapter III focuses on geographic information system (GIS) technology point analysis, in order to focus on GIS display processing platform for the design and implementation of sub-systems and software to provide theoretical foundation and support, based on the highlight display processing platform for centralized GIS Subsystem's design and implementation. Including the construction of GIS,as well as vehicle scheduling information and information on wireless sensor nodes in the map display. The fourth chapter describes other subsystems of the GIS-based emergency response command system, the design and implementation of this part is accomplished by the other members of the same group,this chapter proposes a brief introduction of the basic functionsin of short message subsystem,vehicle scheduling subsystem and wireless sensor systems.Chapter V introduces the functional verification for the system, and complete the analysis report. Chapter VI of the paper to summarize and put forward suggestions for improvement deficiencies and the next step.
