Along with the globalization of world economy,increasing economic and exchange activities,floating population has become more and more frequent,the spread of disease outbreaks,provides a good environment,and at the same time,the deterioration of the environment,make our country facing public health and health problems are becoming more and more serious.Therefore,public health security and emergency management has become a very important and challenging work in the health administration department.How to make use of the existing resources more efficiently and how to improve the ability to respond to public health emergencies and the ability to resist risks is an important issue to be solved.The project comes from my internship units for our implementation of the city,through the construction of the project,has an extremely important significance for strengthening the public health emergencies in the emergency mechanism and capacity building.This paper studies the integrated operation management subsystem of health emergency command system.This system is an important interface of health emergency command system to external communication,is also an important manifestation of the health emergency command system "peacetime",is to determine whether the event information to the emergency response requirements of the gatekeeper,through the construction of the system can effectively improve the health emergency command system overall response efficiency and work efficiency.The system mainly includes seven sub functions,including: information access,on duty management,schedule management,information monitoring,special report,document management,event management.Information access module is the main means of duty management information interaction with the outside world,on duty on duty information management module provides registration,verification,archiving and query,scheduling management,duty management functions,schedule management module provides the duty management personnel daily work schedule management,information monitoring module including CDC monitoring and reporting of epidemic information the event information monitoring and warning system management and other functions,to love to love the special report module provides editing,modify and delete,query and other functions,leadership instruction,document management module provides document delivery,query,event management module provides event filing,maintenance,evaluation,management and other functions and view historical events.In the implementation of the system technology,the procedure of the development structure of the mature and stable linux+java+Oracle and B/S mode,the mobile communication technology,object-oriented development technology,using Oracle RAC real application cluster technology to ensure high availability of the database system;scheduling management function is introduced in the continuous packet scheduling algorithm(APN)model the scheduling management has been greatly optimized;in the early warning function of the mobile percentile method prediction model algorithm makes the system become intelligent and efficient,not only embodies the overall health emergency command system "peacetime" thought,and improve the overall system response efficiency.Practice has proved that the research project is feasible and has a high value of engineering application,with a certain forward-looking.
