With the vigorous development of maritime transport in China, maritime traffic safety issues are increasingly emerging. As a result, vessel traffic management system (VTS) has become an indispensable tool for maritime security. As an important part of VTS, VHF communication device is the main means of communication on site in waterborne traffic field, which can undertake communication between ships and shores, ship internal radio communication. It can also be applied to search-and-rescue in distress, ship collision avoidance, port production scheduling, maritime management, ship internal management,,and security information broadcast, etc. Therefore, as an important part of protecting ship navigation safety, VHF communication cannot be replaced.The topic of this paper is VTS communication simulator design based on VoIP technology, using the current VoIP technology to simulate the process of VTS communication, mainly voice communications, namely VHF communications, thus providing safer, cheaper, and more reliable services than traditional communication. It not only realizes the whole process of simulating the actual VHF communication, also completes the synchronous transmission of control signals and voice signals, which improves the quality of marine communication, avoids the loss of information, and guarantees the smooth communication. In addition, the software realization of communication can reduce the hardware cost.Its research results not only can be used for pre-job training and technological research for VTS practitioners, also provides a solution for the current problems existing in the VHF communication system. Meanwhile, it also provides a feasible basis of reference for our country engineering research and application. It provides a more effective technical reference to effectively solve some technical problems of the VoIP technology application in current VTS system. Researching and developing VTS products with proprietary intellectual property rights not only has great significance in the port management of our country, but also can strengthen the coastal defence security.
