With the rapid development of modern science and technology, the world has entered the era of network information. The construction of information includes many aspects, such as economy, society, science, technology and so on. The tax department is an important economic department of one nation, it is necessary to improve the ability and level of information construction. The existing system can not meet the requirement of Internet application. System’s improving is urgency to improve the efficiency of the portal management, make full use of the tax website, strengthen tax authorities and public taxpayers’ communication, and simplify the process of tax website’s maintenance. To solve these problems, this disertation design a website that based on displaying tax information, realizing integration both internal and external for internal office system of tax, and with tax laws and tax information to adapt the era characteristic.This dissertation analyse the system’s design deeply and comprehensive, include the information portal background management system application of domestic and foreign; by communicating with tax staff, and the practice in real life, this disertation design the system that suitable for our daily work. It can support three type users that include taxpayers, tax information administrator, and system administrators, who can access to system in different function. Considering the quality and efficiency, information portal background management system uses structure of easy extension. According to the development of software engineering thought, this system use the MVC pattern, integrating a portal framework based on Ajax and Java technology. It can be seamlessly integrated into any Java Web application, or as a separate portal system to use.Each module in this website can use portal customization, the page display is better than before; users’ experience has greatly improved. Except home page can be customized, ohter pages can also be personalized customization, such as template, shell, style, format and so on,the style and content in other pages have also improved. Information portal background management system can provide a free and flexible service platform, set up a quality information management platform that can promote tax work’s quality, enhance work efficiency.
