With the rapid development of computer-related technology, Web system has been widely used in all fields, so a GPS-based Vehicle Monitoring and Command System is designed and implemented in this thesis. The application of the system can make the enterprise to reduce cost, improve service levels, optimize resource allocation, and grasp the vehicle transportation information timely, accurately and completely。This system realizes real-time monitoring and command transportation vehicles and personnel, makes the vehicle management more orderly, plugs the loopholes in the vehicle management and enhances the management level.The system is based on precise GPS satellite positioning. According to the actual demand of Information Automation Center of BenXi-Steel, a GPS-Based vehicle monitoring and command system used in the actual production is designed and implemented, adopting.NET as the development platform, Microsoft SQL Server2005as the database, and C#as the language. The system provides a centrally managed solution for vehicle positioning, command, monitoring, management, etc. For the vehicle terminal, the function of location information uploading is provided. For ordinary users, the functions of system login, marks information viewing, vehicle real-time monitoring, and history track playback etc. are provided. For the administrator, except for all the ordinary users functions, extra management functions of user information management, alarm information management and the vehicle terminal information management are also provided.In this thesis, the research background and research status at home and abroad are introduced firstly, and the system requirements specification and main design work are given. And then, the basic function needs are introduced, some development technology are explained and compared. According to the actual needs and the working environment of the system, the development environment and implementation plan are determined. After that, the design work of Web front page, background processing business logic, protocol message parsing, database etc are explained. According to the system design, the implementation of key modules is described. Finally, the server device environment is set up in Information Automation Center of BenXi-Steel to test and analyze the system. Compared with expected function, it is proved that the system in the actual production can meet user requirements.
