Recently, production and marketing of automobile industries in domestic market was thriving, which significantly promoted transportation and Logisitics business. It brought about convenience to people's life and work, while also put more pressure on traffic. Transportation and Logisitics business, main force of the traffic, pay increasing attention to circulation efficiency of vehicle transportation, management reinforcement and some other problems. GPS, as vehicle monitor and command system, played an increasingly important role in vehicle management.GPS, vehicle monitor and command system, which is applicable to vehicle circulation management by transportation and Logisitics enterprise, is constituted by three subsystems including GIS monitoring workstation, public network database server and GPS terminal in-car. The main functions of GPS include real time monitoring multi- vehicle target, record and management of movement track , detection, monitoring, dispatch and Command and emergency rescue in abnormal state.Because the whole syestem is complicated comparatively, this study mainly expounded the design and achievement of public network database sever and GPS terminal in-car.This study mainly contains:1. Finished the blue print of GPS vehicle monitor and command system.2. Finished the design of public network database sever software and database.3. Finished hardware lectotype of GPS terminal in-cara and software design.Finally, this study took test to the two subsystem. And the results showed that each function and property reached research and development expected goal. Through analysis of test results, we summarized the merits and faults of the subsystem and pointed out the next research idea and direction .
