The current society is increasingly focused on the competition of services. The competitiveness elements of enterprises are turned from TQC (time, quality, and cost) to TQCS (time, quality, cost and service). Service quality is very important for modern enterprises, especially in the logistics business. If a logistics enterprise can provide better services than others, its competitiveness will be stronger than them; and then it will win more customers. Transportation service is one of important services in logistics enterprises.How to raise the level of transportation service? It can be answered from two aspects. First of all, how does it rapidly respond to the customer demands? Second, how does it increase the utilization rate of logistics vehicles? These two questions must be concerned by logistics enterprises.The development of modern science and technology makes these questions relatively easy to be solved. Fast real-time location can be provided by Globe Satellite Positioning System, and this system is applied to automotive navigation maturely. Tracking display for the target with its geographic data can be realized by Geographic Information System, and it is already applied to many fields. If GPRS communication technology is adopted, remote vehicle monitoring can be realized by these technologies. Based on Google Maps, to adopt above three technologies, the author researches and develops a logistics vehicle monitoring system.The main content of this paper is below:1. The transmission, decoding and storing of GPS data are studied. Via the Dynamic Domain Name Server, the communication between mobile terminals and the server in monitoring centre is established. Then a thread is created to receive and decode GPS data, which are stored in its database.2. The process of vehicle monitoring is analyzed. The vehicle locating, tracking, and historical track playback are deeply studied by means of JavaScript and XML technology.3. Based on Google Maps, the structure of the logistics vehicle monitoring system is analyzed, and then the overall, structure is established. Then its general functional structure is divided into several function modules scientifically. Meanwhile its database is also analyzed and designed well. Based on the software developing environment of Delphi 7.0, and the DBMS platform of SQL Server 2000, this system is developed finally.The tests of this system show that GPS data collection is real-time. When the system based on Google Maps is applied to vehicle monitoring, the response is very quick. Because Google maps may be used for free, the system will have bright prospects in logistics enterprises.
