Highway Monitoring and Command System is designed based on the system engineering principles. It consists of the construction of eight subsystems including the video monitoring of roads; monitoring management of passing vehicles; management of illegal behavior at the scene; alarming system at interception points; monitor investigation of motor-vehicles and control center application system. It is efficiently assist the detecting of criminal and escaping cases. Through these measures, better command, timely scheduling and smooth traffic conditions are assumed to be achieved.This thesis firstly gives a brief introduction of the background and significance of the construction of highway monitoring and command system in Shanxi province. Secondly, the Operation principle of the whole system is stated. After that, a clear description is devoted to the system requirements. In this part, the description is carried out form four aspects according to users of the system:functional requirement; non-functional requirements; interface requirement and hardware and software environment. In the part of the system design, the design principle is firstly stated, and meanwhile, a description of overall structure of the system is done from four aspects:its function, the data base, the overall process and the interface. The design is carried out according to the subsystems including the video monitoring of roads; monitoring management of passing vehicles; management of illegal behavior at the scene; unified access and transmission; alarming system at interception points; monitor investigation of motor-vehicles and web management of control center. In addition, the design also includes the non-functional factors, such as, the property, the security, the reliability, the compatibility, the security and confidentiality, etc. This thesis all gives a description of the system test method and collects and analyzes the results of the test. At the end of the thesis, a conclusion is given about the design and implementation of Shanxi province highway monitoring and command system.
